And the CEC refused to answer our questions.<\/p>\n<p><!--more--><\/p>\n<p>It&#8217;s been an interesting rash of emails and solar industry social posts over the last couple of days.<\/p>\n<p>Seems the Neovolt range of hybrid solar battery inverters doesn&#8217;t have all its ducks in a row. They&#8217;ve been scheduled for removal from the CEC-approved list, which means no one will be able to install them. They&#8217;ll be ineligible for the Cheaper Home Battery Program.<\/p>\n<p>Because many networks use the CEC list as a default for connection approval, you wouldn&#8217;t be able to use these units even if they were given away for free.<\/p>\n<p>As soon as Solar Accreditation Australia announced it, I reached out to VoltX (not to be confused with Voltex), which is the exclusive agent for <a href=\"https:\/\/www.solarquotes.com.au\/battery-storage\/reviews\/bytewatt-neovolt-review.html\">Neovolt ByteWatt<\/a> in Australia, and asked about this embarrassment. So far, they haven&#8217;t come back with any reply. What has turned up in the interim is a statement posted to their social media.<\/p>\n<blockquote><p>Neovolt BW-BAT-9.6P CEC Listing Compliance Update<\/p>\n<p>&nbsp;<\/p>\n<p>NEOVOLT has been advised by the Clean Energy Council (CEC) of its intention to temporarily suspend the CEC listing of the BW-BAT-9.6P battery while certain outstanding listing compliance matters are being resolved.<\/p>\n<p>&nbsp;<\/p>\n<p>We would like to reassure our customers, distributors, retailers and installation partners that the matters raised by the CEC relate specifically to compliance with the CEC Battery Listing Terms and Conditions. The CEC has not identified any product safety concerns in relation to the BW-BAT-9.6P battery.<\/p>\n<p>&nbsp;<\/p>\n<p>NEOVOLT is treating these compliance matters as a top priority and is working closely and constructively with the CEC and relevant parties to address the outstanding requirements as quickly as possible.<\/p>\n<p>&nbsp;<\/p>\n<p>We understand the importance of maintaining certainty and continuity for our customers and industry partners. Further updates will be provided as soon as additional information is confirmed.<\/p>\n<p>&nbsp;<\/p>\n<p>For any enquiries, please contact your NEOVOLT representative or the NEOVOLT Australia team.<\/p><\/blockquote>\n<h2>No Reason To Panic<\/h2>\n<p>From what we can gather, there&#8217;s no imminent safety concern or <a href=\"https:\/\/www.solarquotes.com.au\/blog\/sigenergys-terminal-problem-burnt-plugs-throttled-inverters\/\">risk of fire<\/a>, so it&#8217;s not a recall. It&#8217;s simply that the certification from the overseas test laboratory has expired, so the subsequent paperwork is no longer valid. The CEC probably wants to review the paperwork again, for a fee, of course.<\/p>\n<p>I hoped Voltx would be a little more forthcoming, as we&#8217;ve had correspondence with them before to clarify warranty liabilities. To be honest, it did take a few back-and-forth messages. We eventually worked out that Voltx would assume responsibility for the existing Australian stock, as the previous distributor&#8217;s failure had left thousands of units orphaned.<\/p>\n<h2>Is The CEC Turning Over A New Leaf?<\/h2>\n<p>While everyone in solar has been laughing at the <a href=\"https:\/\/www.solarquotes.com.au\/blog\/growatt-manager-teabags-clean-energy-council\/\">green (plastic) tea leaves<\/a> recently gifted by Growatt to the CEC, I&#8217;m wondering whether they&#8217;re truly improving their performance or just doing some performative paper-shuffling?<\/p>\n<p>At SolarQuotes, we&#8217;re pretty much sworn off taking anyone&#8217;s largesse. Full disclosure: I was given a box of wine by a really happy end user after I spent an hour on the phone offering him valuable off-grid winery advice. However, I still need to pay for my own solar hardware, and while I might wrangle a trade price, I&#8217;m never getting a volume discount.<\/p>\n<p>Whereas industry figures explain there&#8217;s a cultural norm for Chinese brand representatives to rock up to business meetings with nice little gifts. We&#8217;re talking earbuds for your phone or bottles of Scotch, not just brand merch or cheap giveaways. The personal stories I&#8217;ve heard have not been transactional, but delightful. Of course, Growatt&#8217;s choice of gift crossed a line.<\/p>\n<h2>Growatt: What Now?<\/h2>\n<p>I fielded a complaint from an end user who wasn&#8217;t convinced his cheap solar power system was performing correctly. While <a href=\"https:\/\/www.solarquotes.com.au\/blog\/are-growatt-inverters-any-good-heres-an-installers-opinion\/\">I wouldn&#8217;t recommend Growatt,<\/a> I got some details from the bloke and found the design of his system was not compliant. The current rating of the panels was simply too high for the 5 kW inverter, which meant technically it wasn&#8217;t eligible for the solar rebate. Whoever installed it had effectively committed STC fraud.<\/p>\n<p>I told the customer he should challenge his installer and Growatt. The system was working flat out; it had no <a href=\"https:\/\/www.solarquotes.com.au\/blog\/1-25x-solar-rule\/\">1.25x margin<\/a> specified by Australian rules. With the panel current delivering right on the limit, there was no headroom, so the inverter was likely getting hot, de-rating itself, and so underperforming.<\/p>\n<p>Incredibly, Growatt&#8217;s response wasn&#8217;t an updated machine; it was simply that they had re-rated the inverter. They offered to send the customer a new, compliant sticker to put over the old one.<\/p>\n<div id=\"attachment_101820\" style=\"width: 535px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-101820\" class=\"wp-image-101820 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2026\/09\/Highlight-Growatt-label-191627-SAA-MIN-5000TL-XH-PVisc16.9a.jpg\" alt=\"growatt label\" width=\"525\" height=\"700\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2026\/09\/Highlight-Growatt-label-191627-SAA-MIN-5000TL-XH-PVisc16.9a.jpg 525w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2026\/09\/Highlight-Growatt-label-191627-SAA-MIN-5000TL-XH-PVisc16.9a-225x300.jpg 225w\" sizes=\"(max-width: 525px) 100vw, 525px\" \/><p id=\"caption-attachment-101820\" class=\"wp-caption-text\">These machines didn&#8217;t have sufficient short-circuit current rating (ISC) for the solar input to meet Australian rules.<\/p><\/div>\n<h2>Call Me Sceptical<\/h2>\n<p>I went looking for the test certificates and asked the CEC whether this thing had been retested, or whether Growatt had re-applied to have the machine re-assessed and to have an updated round of certificates or approvals issued. The CEC simply wasn&#8217;t answering, though. What I didn&#8217;t know was that, sometime in the past, before my tenure at SolarQuotes, Finn had written some mean things about the CEC, so they would just ignore us.<\/p>\n<p>The email I wrote in January 2024 looked like this :<\/p>\n<blockquote><p>I would also like to know about the CEC process for updating inverter specifications. I have had a customer complaint to review and found a non-compliant installation of 14 Jinko 475-watt, 120-cell tiger neo mono-facial N-type modules connected to a Growatt MIN-5000TL-XH Single-Phase Inverter.<br \/>\n<span dir=\"auto\"><br \/>\n475 W panels have a short circuit current of 14.23 A, and therefore, when you apply Australian rules for 1.25 x 14.23, you get 17.78 A. However, the inverter is only rated at 16.9 A according to its label. (photo above)<\/span><\/p><\/blockquote>\n<div>\n<ul>\n<li>\n<blockquote><p>Is it acceptable practice for inverters to be retro-approved when the label they&#8217;re installed with in the field is not compliant?<\/p><\/blockquote>\n<\/li>\n<li>\n<blockquote><p>The <span dir=\"auto\"><span class=\"il\">Growatt<\/span> <\/span>website shows a <a href=\"https:\/\/au.growatt.com\/upload\/file\/20230213\/1768a9d703c0a74dc46da094c304a83a.pdf\">spec sheet confirming<\/a> the new 20 A max ISC rating as carried by the min-5000tl-xh.<\/p><\/blockquote>\n<\/li>\n<li>\n<blockquote><p>However, there are <a href=\"https:\/\/au.growatt.com\/upload\/file\/20220830\/771dc2b450101a097cf224e60b492664.pdf\">two certificates of conformity,<\/a> which are both current(?) and both carry 16.9 A max ISC ratings.<\/p><\/blockquote>\n<\/li>\n<li>\n<blockquote><p><a href=\"https:\/\/au.growatt.com\/upload\/file\/20220808\/6dd94382213997defc104bb7e2c5664b.pdf\">This certificate carries<\/a> the same compliance number as the inverter in question.<\/p><\/blockquote>\n<\/li>\n<li>\n<blockquote><p>So, according to the CEC :<\/p>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"border: 1px solid #000; padding: 8px;\"><b><i>11<\/i><\/b><\/td>\n<td style=\"border: 1px solid #000; padding: 8px;\"><i>The listed devices shall be manufactured using only the materials and components shown in the List of Critical Components as referenced in the test reports associated with the Certificate. Shipment of inverters and PCEs that are manufactured using components not listed in the test reports constitutes grounds for de-listing all inverters on that certificate.<\/i><\/td>\n<\/tr>\n<tr>\n<td style=\"border: 1px solid #000; padding: 8px;\"><b><i>12<\/i><\/b><\/td>\n<td style=\"border: 1px solid #000; padding: 8px;\"><i>Device ratings and functions that are recorded on the CEC list and database (such as input voltage range, rated output power, PQ modes etc.) shall match the rated values shown on the certificate and test reports.<\/i><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/blockquote>\n<\/li>\n<li>\n<blockquote><p>Can inverter makers simply pay for a new certificate, keep the same certificate number, pay the CEC, and carry on with the exact same product using higher current ratings?<\/p><\/blockquote>\n<\/li>\n<li>\n<blockquote><p>Would clause 17 of the CEC <a href=\"https:\/\/cleanenergycouncil.org.au\/cmspages\/getazurefile.aspx?path=~\\cec\\media\\background\\resources\\products-terms-and-conditions_inverter.pdf&amp;hash=334464b04842ec0261a2fcca2d8787450070691fd6cacc4c35488210f669c2cc\">terms and conditions<\/a> mean you verify that the information required for the inverter makers to publish is actually correct?<\/p><\/blockquote>\n<\/li>\n<\/ul>\n<\/div>\n<p>So the question begs, if the Neovolt is being suspended, because according to <a href=\"https:\/\/cleanenergycouncil.org.au\/industry-programs\/products-program\/product-delistings\/bytewatt-neovolt-2026\">the CEC&#8217;s own website<\/a>,<\/p>\n<blockquote><p>&#8220;Nameplate labels on products supplied in Australia were found to be inconsistent with those in the testing and certification documentation initially supplied to the CEC.&#8221;<\/p><\/blockquote>\n<p>Then why have they completely ignored Growatt allegedly doing the same thing, even though we&#8217;ve raised it with them?<\/p>\n<p>To this day, the CEC hasn&#8217;t clarified what happened, and the Clean Energy Regulator seems completely unfazed by the lack of integrity.<\/p>\n<div id=\"attachment_101821\" style=\"width: 737px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-101821\" class=\"wp-image-101821 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2026\/09\/CER-complaint-about-CEC-sml.jpg\" alt=\"clean energy regulator letter\" width=\"727\" height=\"363\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2026\/09\/CER-complaint-about-CEC-sml.jpg 727w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2026\/09\/CER-complaint-about-CEC-sml-300x150.jpg 300w\" sizes=\"(max-width: 727px) 100vw, 727px\" \/><p id=\"caption-attachment-101821\" class=\"wp-caption-text\">All care and no responsibility? The CEC aren&#8217;t subject to freedom of information requests.<\/p><\/div>\n<p>Here&#8217;s the text from the email screenshot:<\/p>\n<blockquote><p>Good afternoon, Mr Bennett,<\/p>\n<p>&nbsp;<\/p>\n<p>The Clean Energy Council (CEC) is a not-for-profit organisation, completely independent of government. It is primarily an industry body for companies involved in the clean energy sector.<\/p>\n<p>&nbsp;<\/p>\n<p>Under the current legislative framework, the CEC administers the approval of solar panels and inverters for use in the Small-scale Renewable Energy Scheme (SRES). The framework sets the requirements and is responsible for administering and enforcing those requirements. The CEC and its Board are not subject to direction by the Clean Energy Regulator (CER) or the Minister.<\/p>\n<p>&nbsp;<\/p>\n<p>The integrity review of the rooftop solar PV sector articulated that there should be a single regulator, the CER, with the typical statutory powers and capability of a Commonwealth regulator to set all SRES eligibility requirements. Recommendation B-1 of the review (adopted by the Government) set out that the CER should be given responsibility for setting the rules for listing solar panels and inverters as eligible for STCs.<\/p>\n<p>&nbsp;<\/p>\n<p>The product listing body nomination process, currently underway, fulfils this recommendation. Once the outcome has been announced, this body will be accountable to the CER and will be required to follow the rules and framework set by the CER to list eligible solar panels and inverters.<\/p>\n<p>&nbsp;<\/p>\n<p>Freedom of information (FOI) refers to the right of the public to access information that Australian Government ministers and Australian Government agencies hold, and as such, CEC is not subject to the FOI\u00a0process.<\/p>\n<p>&nbsp;<\/p>\n<p>We trust that the information we have provided assists to address your concerns.<\/p><\/blockquote>\n<h2>We Live In Hope<\/h2>\n<p>Perhaps the CEC are finally cleaning up their act. There is a new CEO in charge, but you&#8217;ll forgive me if I don&#8217;t hold my breath.<\/p>\n<p>What the industry would like to see is competition in the equipment approval sector. Presently, we are all held to ransom, manufacturers and consumers alike, by a monopoly company masquerading as a public authority that takes six months to process a desktop review of other people&#8217;s paperwork.<\/p>\n<p>I&#8217;ve always adhered to the maxim that if you want a job done, there are 3 driving factors. It can be fast, cheap, or good, but you can only ever pick two.<\/p>\n<p>The CEC is none of them.
