{"id":14351,"date":"2017-08-23T07:40:41","date_gmt":"2017-08-22T21:10:41","guid":{"rendered":"https:\/\/www.solarquotes.com.au\/blog\/?p=14351"},"modified":"2017-08-23T07:40:41","modified_gmt":"2017-08-22T21:10:41","slug":"solar-electricity-charges-aemc-mb0177","status":"publish","type":"post","link":"https:\/\/www.solarquotes.com.au\/blog\/solar-electricity-charges-aemc-mb0177\/","title":{"rendered":"AEMC Shies Away From Solar Electricity Export Charges"},"content":{"rendered":"<p><img decoding=\"async\" class=\"aligncenter size-full wp-image-14353\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2017\/08\/solar-charges-protest.jpg\" alt=\"Protest against solar electricity export charges\" width=\"700\" height=\"498\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2017\/08\/solar-charges-protest.jpg 700w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2017\/08\/solar-charges-protest-300x213.jpg 300w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/p>\n<p>The Australian Energy Market Commission (AEMC) has ditched a suggestion (for now) that was viewed as an enabler for a &#8220;solar tax&#8221;, after protest from thousands of solar supporters.<\/p>\n<p><!--more-->Earlier this year, the AEMC released a draft of its Distribution Market Model, which questioned a clause in rules prohibiting a Distribution Network Service Provider ( DNSP) from charging solar power system owners for use of the distribution system for the export of electricity.<\/p>\n<blockquote><p>&#8220;There may be cause to revisit this clause if DNSPs incur costs (and benefits) due to the export of energy from distributed energy resources (or passive solar PV systems) that are not appropriately reflected in connection charges and where these costs (and benefits) increase (albeit not necessarily proportionately) with the volume of injections,&#8221; <a href=\"https:\/\/goo.gl\/U8BC7k\" target=\"_blank\" rel=\"noopener\">stated the draft report<\/a> (PDF).<\/p><\/blockquote>\n<p>This attracted a lot of attention in the following consultation period.<\/p>\n<blockquote><p>&#8220;The issues of access and connection charging received the most comment from stakeholders,&#8221; states the AEMC. &#8220;While some stakeholders supported deletion, or modification, of clause 6.1.4, others did not. Some parties supported the continuation of an open access regime, others expressed the view that exploration of different access regimes may be useful.&#8221;<\/p><\/blockquote>\n<p>The AEMC has recommended further investigation is required to understand whether distributed energy resources create benefits or impose costs on the distribution network, the levels of both and what consumers want.<\/p>\n<p>Grassroots solar advocacy group Solar Citizens welcomed the AEMC&#8217;s backdown on the concept of solar owners being whacked with export charges, which it said was an outrageous idea.
