what the total cost of electricity was for a typical household in Australia&#8217;s states and territories.\u00a0 I found that rather than South Australia having the most expensive electricity, as the Coalition claimed, once the effects of fixed charges and controlled loads for hot water were taken into account, it was the <a href=\"https:\/\/www.solarquotes.com.au\/blog\/south-australia-is-actually-second-cheapest-state-for-household-electricity\/#en-10836-3\">second cheapest state<\/a> for household electricity.<\/p>\n<p><!--more--><\/p>\n<p>Unfortunately, South Australia has suffered a huge rise in electricity prices since then, so I decided to check what typical households are now paying for grid electricity across the country.<\/p>\n<p>I&#8217;d like to keep you in suspense about who pays the highest total cost of electricity until the end of the article, but as you&#8217;ve probably read the title it&#8217;s a bit late for that.\u00a0 Besides, it&#8217;s possible a politician will read this and it&#8217;s a miracle if they ever read past the introduction, or executive summary as they call it.<\/p>\n<p>To quickly sum up the results, as far as the average punter is concerned, Adelaide has clearly shifted to worst place while Sydney&#8217;s electricity is now the most affordable in the country, despite price rises in the middle of last year.<\/p>\n<h2>Benchmarks For Household Electricity Consumption<\/h2>\n<p>When I looked into this 10 months ago I wasn&#8217;t happy with how out of date the information I had on household electricity consumption was.\u00a0 Fortunately, I now have a report published in October 2017 for the <a href=\"https:\/\/www.aer.gov.au\/\" target=\"_blank\" rel=\"noopener noreferrer\">Australian Electricity Regulator<\/a> on <a href=\"https:\/\/www.aer.gov.au\/system\/files\/ACIL%20Allen%202017%20energy%20benchmarks%20report%20-%20Updated%2011%20January%202018.pdf.PDF\" target=\"_blank\" rel=\"noopener noreferrer\">household energy benchmarks<\/a>.\u00a0 This report gives the figures put on electricity bills so people can compare their consumption to the average in their area.\u00a0 This made it easy for me to compare electricity consumption between states &#8212; or it would have if the report hadn&#8217;t transcended outmoded concepts such as &#8220;states&#8221; and given the information by climate region instead.<\/p>\n<p>I suppose I could have gone through the report and organized the information on a state by state basis, but quite frankly I have better things to do with my time.\u00a0 I really do &#8212; honest!\u00a0 I have a library book and I&#8217;m not afraid to read it!<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/electricity-prices-australia-2018\/#en-19318-1' id='enref-19318-1' onclick='return hhEndnotes_show(19318)'>1<\/a><\/sup>\u00a0 Fortunately, I can extract information for state and territory capitals and I am happy with using that.<\/p>\n<h2>Household Electricity Consumption Is Declining<\/h2>\n<p>I like having more up to date information because household grid electricity consumption changes over time.\u00a0 For example it keeps declining, as this graph from the report shows:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-19494 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/downdowndeeperanddown.jpg\" alt=\"Falling Household Electricity Consumption\" width=\"1078\" height=\"490\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/downdowndeeperanddown.jpg 1078w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/downdowndeeperanddown-300x136.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/downdowndeeperanddown-768x349.jpg 768w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/downdowndeeperanddown-1024x465.jpg 1024w\" sizes=\"(max-width: 1078px) 100vw, 1078px\" \/><\/p>\n<p>As you can see, household electricity consumption (and it is <em>household<\/em> electricity consumption despite it not being clear in the title) has fallen in every state shown.\u00a0 The Northern Territory is a weird outlier, but it&#8217;s not a state and should have become one if it wanted me to be concerned about its electricity consumption<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/electricity-prices-australia-2018\/#en-19318-2' id='enref-19318-2' onclick='return hhEndnotes_show(19318)'>2<\/a><\/sup>.\u00a0 The reason why household grid electricity use is declining is due to increasing uptake of <a href=\"https:\/\/www.solarquotes.com.au\/solar101.html\">rooftop solar power systems<\/a> and improved efficiency, both largely driven by increasing electricity prices.<\/p>\n<h2>Household Size<\/h2>\n<p>While the average Australian household size is 2.6, the typical household size is 2 people on account of how the police have a tendency to investigate any situation involving only 60% of a person.\u00a0 Here is a graph from the report showing a breakdown of household sizes in case you don&#8217;t believe me:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-19504 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/householdsize.jpg\" alt=\"Household Size - Electricity 768w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/householdsize-1024x471.jpg 1024w\" sizes=\"(max-width: 1193px) 100vw, 1193px\" \/><\/p>\n<p>As you can see, the most common household size in every state and territory is two.<\/p>\n<h2>Calculating The Total Cost Of Grid Electricity<\/h2>\n<p>It&#8217;s possible to work out the total cost of electricity for typical 2 person households in the various capitals by looking at their:<\/p>\n<ul>\n<li>Benchmark grid electricity use<\/li>\n<li>Annual total of per kilowatt-hour charges<\/li>\n<li>Annual fixed costs<\/li>\n<\/ul>\n<p>I can determine the total cost of grid electricity per kilowatt-hour used by adding the annual kilowatt-hour charges and annual fixed costs together and then dividing the total by benchmark electricity use.\u00a0 This will let us see what people actually pay for every kilowatt-hour they use.<\/p>\n<h2>Benchmark Grid Consumption For 2 Person Households<\/h2>\n<p>This graph shows the benchmark grid electricity consumption by capital for 2 person households.\u00a0 Unfortunately, the benchmark report did not cover Western Australia, so for Perth I recycled the figure I used for WA last year.\u00a0 I&#8217;ve put a pretty pale blue border around it to serve as a reminder it&#8217;s not from the same data set and so comparisons will be a little iffy:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-19554 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/benchmarks2.jpg\" alt=\"\" width=\"902\" height=\"541\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/benchmarks2.jpg 902w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/benchmarks2-300x180.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/benchmarks2-768x461.jpg 768w\" sizes=\"(max-width: 902px) 100vw, 902px\" \/><\/p>\n<h2>Charge Per Kilowatt-Hour<\/h2>\n<p>The amount households are charged for each kilowatt-hour of grid electricity they use is fixed in Darwin, Hobart, and Perth, but in other capitals amounts vary between electricity retailers.\u00a0 As Origin Energy is the largest electricity retailer, their prices should be the most typical.\u00a0 As their <a href=\"https:\/\/www.originenergy.com.au\/for-home\/electricity-and-gas\/pricing\/energy-price-fact-sheets.html\" target=\"_blank\" rel=\"noopener noreferrer\">Maximiser<\/a> plan appears to be the best value I will use that where it applies<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/electricity-prices-australia-2018\/#en-19318-3' id='enref-19318-3' onclick='return hhEndnotes_show(19318)'>3<\/a><\/sup>, as they normally make the most sense for solar households, and not.\u00a0 In Sydney there is a minor price difference between east and west suburbs and so I simply selected a point in the middle.\u00a0 For Melbourne I used a figure typical for the suburbs where the bulk of people live and not the City Center:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-19509 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/chargeperkwh.jpg\" alt=\"Grid electricity charge\" width=\"898\" height=\"538\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/chargeperkwh.jpg 898w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/chargeperkwh-300x180.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/chargeperkwh-768x460.jpg 768w\" sizes=\"(max-width: 898px) 100vw, 898px\" \/><\/p>\n<p>As you can see, Adelaide is way out ahead on the charge per kilowatt-hour while Canberra is the cheapest.<\/p>\n<p>Multiplying these prices by the benchmarks for annual electricity consumption for 2 person households gives the following annual kilowatt-hour charge totals:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-19512 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/annualkwhcharges.jpg\" alt=\"Average annual kWh charge - electricity\" width=\"901\" height=\"536\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/annualkwhcharges.jpg 901w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/annualkwhcharges-300x178.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/annualkwhcharges-768x457.jpg 768w\" sizes=\"(max-width: 901px) 100vw, 901px\" \/><\/p>\n<h2>Annual Fixed Costs<\/h2>\n<p>This is a graph of annual fixed charges.\u00a0 Once again I used Origin Energy&#8217;s Maximiser plans along with the same method used to determine per kilowatt-hour charges:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-19546 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/fixedcosts.jpg\" alt=\"Annual grid electricity fixed costs\" width=\"899\" height=\"536\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/fixedcosts.jpg 899w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/fixedcosts-300x179.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/fixedcosts-768x458.jpg 768w\" sizes=\"(max-width: 899px) 100vw, 899px\" \/><\/p>\n<p>While it is beaten by the Northern Territory, South Australia is the state with the lowest fixed costs, even though it only wins <a href=\"https:\/\/www.youtube.com\/watch?v=85cL1HisrNc\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">by $1<\/a>.\u00a0 This has changed from last year thanks to Western Australia <a href=\"https:\/\/www.solarquotes.com.au\/blog\/wa-doubles-supply-charges\/#en-15049-1\">doubling its daily supply charge<\/a> in an apparent attempt to make poor people bear a greater burden of electricity price increases than the rich.<\/p>\n<h2>Total Cost Of Grid Electricity Per Kilowatt-Hour Used<\/h2>\n<p>Using the above figures I can now work out the total cost of grid electricity per kilowatt-hour used for typical households by taking into account the average number of kilowatt-hours used, the charge per kilowatt-hour, and fixed costs:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-19518 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/totalcost.jpg\" alt=\"Total cost of grid electricity\" width=\"901\" height=\"540\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/totalcost.jpg 901w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/totalcost-300x180.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/totalcost-768x460.jpg 768w\" sizes=\"(max-width: 901px) 100vw, 901px\" \/><\/p>\n<p>As you can see, despite South Australia having the lowest fixed costs of any state, Adelaide comes out way ahead of any other state capital on total cost of electricity per kilowatt-hour.\u00a0 Sydney is the lowest cost state capital and Canberra has the most affordable grid electricity overall.<\/p>\n<p>However, this graph does not take into account the effects of controlled loads used for hot water systems on electricity costs.\u00a0 But I&#8217;m afraid it&#8217;s not going to have enough of an effect to shift Adelaide out of worst position.<\/p>\n<h2>Controlled Loads For Hot Water And Total Cost Per Kilowatt-Hour<\/h2>\n<p>In Melbourne, Perth, and Canberra the typical household uses gas for hot water and so the effect of controlled loads can be ignored there and controlled loads aren&#8217;t available in Darwin.\u00a0 I will assume in other locations controlled loads for hot water make up the following portions of total grid electricity use:<\/p>\n<ul>\n<li>25% in Adelaide, Sydney, and Hobart<\/li>\n<li>20% in Brisbane<\/li>\n<\/ul>\n<p>Taking into account the total cost of controlled load hot water, again using Origin Maximiser retail plans and including any supply charges, discounts, and GST &#8212; the total cost of grid electricity per kilowatt-hour for typical households would be:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-19527 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/totalcostcontrolloads.jpg\" alt=\"Controlled load hot water\" width=\"897\" height=\"536\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/totalcostcontrolloads.jpg 897w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/totalcostcontrolloads-300x179.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/02\/totalcostcontrolloads-768x459.jpg 768w\" sizes=\"(max-width: 897px) 100vw, 897px\" \/><\/p>\n<p>While the total cost of electricity in Adelaide has declined, it&#8217;s still well ahead of all other capitals.\u00a0 Thanks to its low controlled tariff rates, Sydney has the lowest total cost of electricity for typical households.<\/p>\n<p>Last year I found the total cost of electricity in South Australia was the second lowest of all the states, so this is a large change.\u00a0 Part of it is likely to be due to using newer survey information, but the main reason why South Australia&#8217;s total cost of grid electricity is now the highest in the country is because half the electricity generated in the state comes from natural gas and its price has <a href=\"https:\/\/www.aer.gov.au\/wholesale-markets\/wholesale-statistics\/sttm-quarterly-prices\" target=\"_blank\" rel=\"noopener noreferrer\">soared<\/a>.<\/p>\n<p>I will soon write an article that goes into detail on why South Australia&#8217;s electricity prices are so high.\u00a0 In fact, that article is already written.\u00a0 I just need to translate it from drunk into English.<\/p>\n<p>&#8212;<br \/>\n<strong>UPDATE: May 21, 2020:<\/strong> SolarQuotes has developed a tool that enables solar owners to
