{"id":23391,"date":"2018-08-09T08:25:29","date_gmt":"2018-08-08T21:55:29","guid":{"rendered":"https:\/\/www.solarquotes.com.au\/blog\/?p=23391"},"modified":"2018-08-11T06:40:33","modified_gmt":"2018-08-10T20:10:33","slug":"national-energy-guarantee-mb0701","status":"publish","type":"post","link":"https:\/\/www.solarquotes.com.au\/blog\/national-energy-guarantee-mb0701\/","title":{"rendered":"National Energy Guarantee : Anything But Consensus"},"content":{"rendered":"<div id=\"attachment_23392\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-23392\" class=\"size-full wp-image-23392\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/08\/national-energy-guarantee.jpg\" alt=\"National Energy Guarantee fight continues\" width=\"800\" height=\"525\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/08\/national-energy-guarantee.jpg 800w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/08\/national-energy-guarantee-300x197.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/08\/national-energy-guarantee-768x504.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-23392\" class=\"wp-caption-text\">Image: <a href=\"https:\/\/pixabay.com\/en\/dog-dogue-de-bordeaux-mastiff-734691\/\" target=\"_blank\" rel=\"nofollow noopener\"> 947051<\/a><\/p><\/div>\n<p>Victoria and the ACT lay their cards on the table concerning the National Energy Guarantee, meanwhile the Smart Energy Council fires a shot across the bows of the CEC over its stance.<!--more--><\/p>\n<p>It&#8217;s just one day out from an important meeting that will focus on Australia&#8217;s energy future, and the way forward is as murky as it has ever been.<\/p>\n<p>In order for the National Energy Guarantee to get across the line, all NEM states (and territory) need to give it the green light.<\/p>\n<h2>ACT: Serious Problems With NEG<\/h2>\n<p>The ACT has stated it will use the COAG Energy Council meeting tomorrow to seek &#8220;significant improvements&#8221; to the NEG, including:<\/p>\n<ul>\n<li>An increase to the NEG\u2019s 26% emissions reduction target.<\/li>\n<li>The ability for states to maintain more ambitious renewable energy and emissions targets, additional to the national target for the electricity sector.<\/li>\n<li>A resolution of the conflict with the ACT&#8217;s 100% renewable energy target.<\/li>\n<\/ul>\n<blockquote><p>&#8220;We can only support a national energy policy that genuinely advances renewable energy, and energy affordability,&#8221; <a href=\"http:\/\/www.cmd.act.gov.au\/open_government\/inform\/act_government_media_releases\/barr\/2018\/act-to-seek-improvements-to-the-national-energy-guarantee\" target=\"_blank\" rel=\"noopener\">said<\/a> ACT Chief Minister, Andrew Barr on Monday. &#8220;The Commonwealth\u2019s proposed NEG contains serious problems that need to be addressed or consumers and the climate will both lose out.\u201d<\/p><\/blockquote>\n<h2>Victoria : NEG Needs More Work<\/h2>\n<p>Yesterday, the Victorian Government also released its list of conditions in order for it to support the National Energy Guarantee:<\/p>\n<ul>\n<li>Emissions reduction targets must only be permitted to increase over time, not decrease<\/li>\n<li>Future targets will need to be set by regulation.<\/li>\n<li>The targets will need to be set every three years, three years in advance.<\/li>\n<li>Establishment of a transparent registry to ensure the NEG is working in the best interests of consumers.<\/li>\n<\/ul>\n<blockquote><p>\u201cWe can still get this right \u2013 but only if Malcolm Turnbull stares down the climate-crazies in his party and puts a workable scheme on the table that doesn\u2019t hurt local jobs and households,&#8221; <a href=\"https:\/\/www.premier.vic.gov.au\/national-energy-guarantee-needs-more-work\/\" target=\"_blank\" rel=\"noopener\">said<\/a> Victorian Minister for Energy, Environment and Climate Change Lily D\u2019Ambrosio.<\/p><\/blockquote>\n<h2>SEC Vs. CEC On NEG<\/h2>\n<p>It&#8217;s a pretty sad state of affairs and a good indicator of how messed-up the NEG situation is that even within Australia&#8217;s renewable energy sector, internal bickering is occurring.<\/p>\n<p>The Clean Energy Council has maintained an open mind on the NEG, and has acknowledged a <a href=\"http:\/\/www.cleanenergycouncil.org.au\/news\/2018\/August\/neg-framework-pump-up-taret.html\">number of concerns<\/a> about its design. However, the Smart Energy Council sees the CEC&#8217;s position as weak and launched an attack on the body yesterday.<\/p>\n<p>The SEC took issue with the CEC being a signatory on an <a href=\"https:\/\/www.smartenergy.org.au\/sites\/default\/files\/uploaded-content\/field_f_content_file\/joint_statement_on_the_national_energy_guarantee_ahead_of_the_10_august_coag_energy_council_meeting_0.pdf\" target=\"_blank\" rel=\"noopener\">open letter<\/a> urging the States to lock in the National Energy Guarantee (NEG), a letter that was signed by a number of companies including Adani.<\/p>\n<blockquote><p>&#8220;Who does the Clean Energy Council speak for?&#8221; <a href=\"https:\/\/www.smartenergy.org.au\/news\/cec-calls-state-governments-endorse-renewables-destroying-neg\">asks<\/a> the Smart Energy Council. &#8220;The Smart Energy Council stands up for consumers and the renewable energy industry, from installers to global companies, when the CEC won\u2019t.&#8221;<\/p><\/blockquote>\n<h2>Abbott And Kelly : Yeh, Nah.<\/h2>\n<p>As for the NEG having solid support in the Coalition party room, that&#8217;s hardly the case &#8211; and no prizes for guessing who two of the holdouts are.<\/p>\n<p><a href=\"https:\/\/www.theguardian.com\/australia-news\/2018\/aug\/08\/victoria-asks-frydenberg-to-get-emissions-target-passed-before-energy-deal\" target=\"_blank\" rel=\"noopener\">Tony Abbott<\/a> : \u201cWe haven\u2019t agreed&#8221;, \u201cbad policy\u201d.<\/p>\n<p><a href=\"https:\/\/www.theguardian.com\/australia-news\/2018\/aug\/07\/craig-kelly-says-backbenchers-have-not-agreed-to-neg-contradicting-turnbull\" target=\"_blank\" rel=\"noopener\">Craig Kelly<\/a> : \u201cI think realistically we would need more time to consider this. There is a lot of complex detail yet to be released.\u201d<\/p>\n<p>The certainty this country and investors need concerning Australia&#8217;s energy future still seems to be some way off, but who knows &#8211; miracles supposedly do happen.<\/p>\n<p>It&#8217;s all well and good for the <a href=\"https:\/\/reneweconomy.com.au\/frydenberg-threatens-states-as-neg-sign-on-date-closes-in-26921\/?_ga=2.147635959.111454535.1533416360-1578362597.1529644986\" target=\"_blank\" rel=\"noopener\">Federal Energy Minister<\/a> and <a href=\"https:\/\/www.smh.com.au\/politics\/federal\/deadline-warning-as-ministers-split-on-energy-deal-20180808-p4zwae.html\">Energy Security Board<\/a> to be turning up the pressure and using scare tactics to get the NEG over the line tomorrow (whatever line that may be), but if they can&#8217;t get their way because the NEG is a truly bum deal;
