{"id":24583,"date":"2018-09-27T06:14:14","date_gmt":"2018-09-26T19:44:14","guid":{"rendered":"https:\/\/www.solarquotes.com.au\/blog\/?p=24583"},"modified":"2018-09-27T06:14:14","modified_gmt":"2018-09-26T19:44:14","slug":"bookaar-solar-farm-mb0762","status":"publish","type":"post","link":"https:\/\/www.solarquotes.com.au\/blog\/bookaar-solar-farm-mb0762\/","title":{"rendered":"Thumbs Down For Bookaar Solar Farm"},"content":{"rendered":"<p><img decoding=\"async\" class=\"aligncenter size-full wp-image-24584\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/09\/bookaar-solar-farm.jpg\" alt=\"Bookaar Solar Farm\" width=\"800\" height=\"504\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/09\/bookaar-solar-farm.jpg 800w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/09\/bookaar-solar-farm-300x189.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2018\/09\/bookaar-solar-farm-768x484.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<p>Plans for a major solar farm near Camperdown in Victoria have hit a wall, with Corangamite Shire Council unanimously rejecting the proposal.<!--more--><\/p>\n<p>As we mentioned last month, <a href=\"https:\/\/www.solarquotes.com.au\/blog\/bookar-solar-farm-mb0718\/\">Bookaar Solar Farm<\/a> was to be a 200MW facility boasting 700,000 solar panels, with the potential for energy storage to added at a later date.<\/p>\n<p>A total of 86 submissions were received in relation to the application &#8211; 81 opposed to it and just 5 in support of the project.\u00a0 The 3260 postcode has a population of around 4,800, so the number of those opposed who were prepared to go as far as lodging a submission was significant.<\/p>\n<p>According to the <a href=\"https:\/\/www.corangamite.vic.gov.au\/files\/assets\/public\/documents\/governance\/meetings\/2018\/agenda-25-september-2018.pdf\">agenda<\/a> (PDF) for Corangamite Shire Council&#8217;s meeting on Tuesday night, concerns raised about\u00a0Bookaar Solar Farm in the submissions were:<\/p>\n<ul>\n<li>fire risk<\/li>\n<li>loss of agricultural land<\/li>\n<li>landscape and visual impact<\/li>\n<li>traffic impacts during construction<\/li>\n<li>potential impact on native wildlife<\/li>\n<li>creation of a micro climate as a result of the solar farm<\/li>\n<li>noise issues<\/li>\n<li>glare from the solar panels<\/li>\n<\/ul>\n<p>Concerns such as these have been brought up in connection with various other solar farms across Australia and have subsequently been addressed<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/bookaar-solar-farm-mb0762\/#en-24583-1' id='enref-24583-1' onclick='return hhEndnotes_show(24583)'>1<\/a><\/sup>, enabling the projects to move forward.<\/p>\n<h2>Fears Of An &#8220;Industrial Landscape&#8221;<\/h2>\n<p>While Council&#8217;s Consultant Town Planner recommended a Notice of Decision to Grant a Planning Permit be issued with various conditions attached, the six councillors present at the meeting voted against Bookaar Solar Farm says <a href=\"https:\/\/www.standard.net.au\/story\/5667482\/huge-solar-farm-gets-flick-from-council\/\" target=\"_blank\" rel=\"noopener\">The Standard<\/a>.<\/p>\n<p>Cr Lesley\u00a0Grant said the area needed to be kept for food production and not become an industrial landscape.<\/p>\n<p>It&#8217;s not clear at this stage if project applicant Bookaar Solar Farm Pty. Ltd., which is a joint venture between the owners of\u00a0 the site and Infinergy Pacific, will appeal the decision. Things might be a little bit uncomfortable in Council&#8217;s chambers though as a land owner family member is also a councillor (who didn&#8217;t participate in Tuesday&#8217;s vote).<\/p>\n<p>There have been some rumblings that a community information session regarding Bookaar Solar Farm was less than satisfactory. Infinergy Pacific doesn&#8217;t appear to be a signatory to the Clean Energy Council&#8217;s recently launched <a href=\"https:\/\/www.solarquotes.com.au\/blog\/large-scale-renewables-charter-mb0689\/\">Best Practice Charter for Renewable Energy Developments<\/a>, an important element of which is effective community engagement. This doesn&#8217;t mean to say it failed in this aspect through not being a signatory, but something obviously went very wrong.<\/p>\n<p>Regardless of the circumstances, it demonstrates how crucial gaining and maintaining a <a href=\"https:\/\/socialicense.com\/definition.html\" target=\"_blank\" rel=\"noopener\"> social licence to operate<\/a> (SLO) is to renewable energy projects &#8211; and that the use of productive agricultural land for large-scale PV is a hot-button topic.<\/p>\n<blockquote><p>&#8220;In a planning sense, it&#8217;s a lineball call, but I will come down on the side of the community,&#8221; <a href=\"http:\/\/www.abc.net.au\/news\/2018-09-26\/bookaar-solar-rejection-and-rresidents-claim-victory\/10306338\" target=\"_blank\" rel=\"noopener\">stated<\/a> Cr Neil Trotter.<\/p><\/blockquote>\n<p>The situation also again highlighted some Victorian councils feel there is a lack of guidance at a state level on the development of solar farms within their regions.
