class=\"wp-caption-text\">CER Audit: Over 20% Of Solar Installations Are Sub-Standard And More Than 2% Are Dangerous. 0% of installers suspended by CER.<\/p><\/div>\n<p>Australia&#8217;s <a href=\"https:\/\/www.solarquotes.com.au\/blog\/how-australia-ended-up-with-a-renewable-energy-target\/\">Renewable Energy Target<\/a> or RET was audited last year and a report released last month.\u00a0 It&#8217;s a 25,000 word report so I&#8217;m not going into everything it covers.\u00a0 There&#8217;s way too much detail for that.\u00a0 It&#8217;s enormous.\u00a0 If you wanted me to write that many words it would take me all day.\u00a0 Even longer if you wanted them in coherent sentences.<!--more-->\u00a0 But what I will tell you is the report concluded the RET was:<\/p>\n<blockquote><p>&#8220;effectively administered&#8221;<\/p><\/blockquote>\n<p>except for:<\/p>\n<blockquote><p>&#8220;&#8230;the enforcement activities of its investigations unit&#8221;.<\/p><\/blockquote>\n<p>The lack of enforcement activity is made painfully clear by the following facts:<\/p>\n<ul>\n<li>Despite Australia suffering from a plague of dodgy installers, not a single one has been suspended by the Clean Energy Regulator for installing sub-standard or dangerous solar systems.<\/li>\n<li>Of the solar power systems inspected in the first half of 2018, over 20% were given a rating of &#8220;sub-standard&#8221; while 2.7% were deemed to be &#8220;unsafe&#8221; and were immediately shut down.<\/li>\n<\/ul>\n<p>Around one quarter of solar installations failed to make even the piss-weak grade of &#8220;adequate&#8221;.\u00a0 Installers are required to provide systems that meet Australian standards and only around 8% were able to meet them with only minor deviations.\u00a0 Just 2.5% were rated as &#8220;industry best practice&#8221;, that is the installation exceeded Australian standards.\u00a0 The largest category was &#8220;adequate&#8221; which is not disastrous but is not nearly good enough.<\/p>\n<p>You might think with these lousy figures the Clean Energy Regulator will be required to come down like a tonne of bricks on shoddy solar installers.\u00a0 But while the auditor has recommended improvements these changes will take time and, as far as I am aware, no additional funding will be provided for enforcement.\u00a0 This means the onus<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/solar-installation-audit\/#en-26687-1' id='enref-26687-1' onclick='return hhEndnotes_show(26687)'>1<\/a><\/sup> is still on consumers to do their research and protect themselves from solar installers who do crap work or use <a href=\"https:\/\/www.solarquotes.com.au\/cheapsystems.html\">cheap and nasty<\/a> hardware.\u00a0 It&#8217;s the principle of caveat emptor or let the buyer beware.<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/solar-installation-audit\/#en-26687-2' id='enref-26687-2' onclick='return hhEndnotes_show(26687)'>2<\/a><\/sup><\/p>\n<p>While price is obviously an important consideration for most people, if you buy the cheapest system you can you are almost certain to get a system that is &#8220;sub-standard&#8221; and you greatly increase your odds of getting one that is &#8220;unsafe&#8221;.<\/p>\n<h2>The RET And The Audit<\/h2>\n<p>The part of the Renewable Energy Target most people are familiar with is the financial incentive that lowers the cost of rooftop solar.\u00a0 It is commonly referred to as the &#8220;<a href=\"https:\/\/www.solarquotes.com.au\/panels\/rebate\/\">solar rebate<\/a>&#8221; but its real name is SRES and it has a big sister called LRES.\u00a0 Their full names and descriptions are:<\/p>\n<ul>\n<li>The Small-scale Renewable Energy Scheme or SRES, which reduces the upfront cost of rooftop solar for households and businesses and is being <a href=\"https:\/\/www.solarquotes.com.au\/blog\/solar-panel-rebate-phased-1st-january-2017\/\" target=\"_blank\" rel=\"noopener\">gradually phased out<\/a>.<\/li>\n<li>The Large-scale Renewable Energy Scheme or LRES, pays solar farms, wind farms, and other sources of renewable energy for the clean energy they generate.\u00a0 This is also being phased out and payments are expected to be at a low level from 2020 onward.\u00a0 They have already fallen from $85 in April last year to $45 today.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.anao.gov.au\/work\/performance-audit\/administration-renewable-energy-target\" target=\"_blank\" rel=\"noopener\">The audit<\/a> was performed by the Australian National Audit Office or <a href=\"https:\/\/www.anao.gov.au\/\" target=\"_blank\" rel=\"noopener\">ANAO<\/a>, which has the job of impartially scrutinizing public accounts.\u00a0 They make sure no funny business is going on and all the money spent comes out of the right buckets.<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/solar-installation-audit\/#en-26687-3' id='enref-26687-3' onclick='return hhEndnotes_show(26687)'>3<\/a><\/sup>\u00a0 You would think the ANAO would be located in Canberra but the internet tells me ANAO is actually <a href=\"https:\/\/en.wikipedia.org\/wiki\/Anao,_Tarlac\" target=\"_blank\" rel=\"noopener nofollow\">in the Philippines<\/a> and when has the internet ever lied?<\/p>\n<h2>Rooftop Solar Inspections<\/h2>\n<p>The <a href=\"http:\/\/www.cleanenergyregulator.gov.au\/\" target=\"_blank\" rel=\"noopener\">Clean Energy Regulator<\/a> is responsible for administrating the RET and performs a &#8220;statistically significant&#8221; number of solar power system inspections each year.<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/solar-installation-audit\/#en-26687-4' id='enref-26687-4' onclick='return hhEndnotes_show(26687)'>4<\/a><\/sup>\u00a0 While they could have used <a href=\"https:\/\/www.surveysystem.com\/sscalc.htm\" target=\"_blank\" rel=\"noopener\">this site<\/a> to determine how many inspections would be statistically significant, they instead went and hired a consultant.\u00a0 This demonstrates a commitment to getting things right.\u00a0 It also means they committed to spending money on it, but life is full of trade offs.<\/p>\n<p>Only on-grid systems are inspected even though off-grid homes can benefit from the SRES.\u00a0 From its start at the beginning of 2011 until mid August last year, around 1.9 million solar power systems were installed in Australia.\u00a0 In this time 24,371 systems were inspected, which is a rate of around 1.25%.<\/p>\n<p>Inspections occur 2-18 months after installation.\u00a0 Copies of the inspection report are given to:<\/p>\n<ul>\n<li>The occupier of the property<\/li>\n<li>The owner, who is usually but not always an occupant.<\/li>\n<li>The solar installer, system designer, and agent.\u00a0 (These roles may overlap.)<\/li>\n<\/ul>\n<p>The original report goes to the Clean Energy Regulator because it would be really stupid if it didn&#8217;t.<\/p>\n<h2>System Ratings<\/h2>\n<p>When an inspector looks over a system he or she will place it into one of these five categories:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-26871 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/descriptors.gif\" alt=\"solar power system inspection ratings\" width=\"920\" height=\"659\" \/><\/p>\n<p>The percentage of solar power systems in each category since inspections began are shown below:<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-26870 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/inspectionratings.jpg\" alt=\"Distribution of solar power system ratings\" width=\"977\" height=\"669\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/inspectionratings.jpg 977w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/inspectionratings-300x205.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/inspectionratings-768x526.jpg 768w\" sizes=\"(max-width: 977px) 100vw, 977px\" \/><\/p>\n<p>The good news is the results are considerably better than the graph makes them appear.\u00a0 This because standards have improved over time and it has become harder for systems to be rated as &#8220;complies&#8221;.\u00a0 This means the quality of solar installations hasn&#8217;t actually declined since 2013.<\/p>\n<h2>Dangerous Solar Installations<\/h2>\n<p><strong>In 2018 around 2.7% of solar power systems inspected were found to be unsafe.\u00a0 This is higher than the number classified as industry best practice.\u00a0<\/strong><\/p>\n<p>In 2015 it was found that 80% of unsafe ratings up to that point in time were due to water in the rooftop DC isolator.<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/solar-installation-audit\/#en-26687-5' id='enref-26687-5' onclick='return hhEndnotes_show(26687)'>5<\/a><\/sup>\u00a0 This is dangerous because water and electricity have a volatile relationship and mixing the two in a little plastic box is a great way to start a fire.\u00a0 While this percentage should have decreased thanks to the improved quality of rooftop DC isolators and increased awareness, it&#8217;s still a major cause of problems.<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/solar-installation-audit\/#en-26687-6' id='enref-26687-6' onclick='return hhEndnotes_show(26687)'>6<\/a><\/sup><\/p>\n<p>When an inspector discovers a system is unsafe they must immediately shut it down.\u00a0 Then they must notify all the people who would normally get a copy of the report, but within 24 hours instead of the two months it often takes.\u00a0 They also have to contact the state or territory electrical safety regulator and the Distributed Network Service Provider that locally distributes grid power.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter size-full wp-image-27160\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/chair2.jpg\" alt=\"\" width=\"400\" height=\"423\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/chair2.jpg 400w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/chair2-284x300.jpg 284w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/p>\n<h2>No Installers Have Been Suspended By The CER For Dangerous Installations<\/h2>\n<p>The Clean Energy Regulator has the power to suspend solar installers for up to 12 months if three or more inspections rate their work as &#8220;sub-standard&#8221; or &#8220;unsafe&#8221;.\u00a0 But at the moment they have not suspended any installers despite there being hundreds who have received ratings of sub-standard or unsafe for every single inspection of their work.<\/p>\n<p>This lack of action by the Clean Energy Regulator is piss-weak.\u00a0 The RET inspections have cost millions of dollars and a huge portion of the potential benefit &#8212; shutting down shoddy operators whose solar installations don&#8217;t come close to meeting Australian standards or are downright dangerous &#8212; has been squandered.<\/p>\n<p>The audit states in section 4.35 that:<\/p>\n<blockquote><p>&#8220;The regulator\u2019s inspection regime would be more effective were it to continuously monitor inspection results for multiple adverse findings against installers and suspend installers where appropriate.&#8221;<\/p><\/blockquote>\n<p>No shit, Sherlock.<\/p>\n<div id=\"attachment_27117\" style=\"width: 560px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-27117\" class=\"size-full wp-image-27117\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/sherlock.jpg\" alt=\"\" width=\"550\" height=\"407\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/sherlock.jpg 550w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/sherlock-300x222.jpg 300w\" sizes=\"(max-width: 550px) 100vw, 550px\" \/><p id=\"caption-attachment-27117\" class=\"wp-caption-text\">Sherlock Holmes and the mystery of the missing shit.<\/p><\/div>\n<p>Solar installers who take a modicum of pride in their work may pull up their socks if they receive a lousy inspection report, but the worst offenders &#8212; those who are either completely incompetent or total rip-off merchants &#8212; are unlikely to improve unless meaningful sanctions are imposed for lousy results.\u00a0 The Regulator should be smiting the shoddy with its mighty ban hammer rather than letting them off <a href=\"https:\/\/www.youtube.com\/watch?v=uSIQZFSzyk4\" target=\"_blank\" rel=\"noopener nofollow\">scot-free<\/a>.<\/p>\n<div id=\"attachment_27114\" style=\"width: 810px\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/thor.jpg 800w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/thor-300x188.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/thor-768x480.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-27114\" class=\"wp-caption-text\">&#8220;A DC arc? That&#8217;s an instant 12 month ban.&#8221;\u00a0 &#8212; Thor, the god of solar inspections, only permits <a href=\"https:\/\/en.wikipedia.org\/wiki\/DC_vs._Marvel\" target=\"_blank\" rel=\"noopener nofollow\">Marvel<\/a> arcs.<\/p><\/div>\n<p>While the Clean Energy Regulator hasn&#8217;t suspended anyone, 16 months ago they wrote to 35 multiple offenders and told them they could be suspended if they didn&#8217;t do their bloody jobs properly &#8212; although they probably didn&#8217;t use those exact words.\u00a0 So far one of them has had an inspection result that was either sub-standard or unsafe and action is being taken, but apparently nothing has occurred so far.<\/p>\n<p>This is definitely an area that needs improvement.<\/p>\n<h2>The Clean Energy Regulator Has Left Discipline To The CEC<\/h2>\n<p>So far the Clean Energy Regulator has left all responsibility for spanking wayward solar installers up to the <a href=\"https:\/\/www.cleanenergycouncil.org.au\/\" target=\"_blank\" rel=\"noopener\">Clean Energy Council<\/a> (CEC).\u00a0 While the CEC has more than doubled the <a href=\"https:\/\/www.solarquotes.com.au\/blog\/cec-solar-compliance-2018-mb0867\/\">number of actions<\/a> they have taken against shoddy installations compared to one year ago, it has <a href=\"https:\/\/en.wikipedia.org\/wiki\/Guild#Medieval_guild\" target=\"_blank\" rel=\"noopener nofollow\">always<\/a> been difficult for an industry body that relies on payments from its members to adequately discipline them.\u00a0 The incentives just don&#8217;t line up.<\/p>\n<p>I was going to say the Clean Energy Regulator is like a parent that&#8217;s left all family discipline up to their partner, but it&#8217;s more like they&#8217;ve put it entirely on the most responsible child.\u00a0 The Regulator can work with the CEC on discipline, but they have failed in their duty if they leave it all up to them.\u00a0 Every solar installer needs to know they are not safe if they do crap work, no matter what their position in the organisational body may be or how much funding they contribute to it.\u00a0 The Regulator is spending money to gather the inspection information they need to reign in shoddy installers and it makes no sense not to use it.<\/p>\n<div id=\"attachment_27177\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-27177\" class=\"size-full wp-image-27177\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/greatresponsibility.jpg\" alt=\"\" width=\"800\" height=\"800\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/greatresponsibility.jpg 800w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/01\/greatresponsibility-100x100.jpg 100w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-27177\" class=\"wp-caption-text\">With great regulatory power comes great regulatory responsibility.<\/p><\/div>\n<h2>Who Watches The Watchers?<\/h2>\n<p>The people who perform inspections for the Clean Energy Regulator are meant to be experienced and accredited solar installers with good reputations.\u00a0 Because they are solar installers themselves, this means their own installations can be inspected.\u00a0 So the question arises of who watches the watchers?<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/solar-installation-audit\/#en-26687-7' id='enref-26687-7' onclick='return hhEndnotes_show(26687)'>7<\/a><\/sup>\u00a0 The answer is they watch each other.<br \/>\n<\/span><\/p>\n<p><strong>From the start of 2016 to June 2018 there were 6,543 inspections performed by 1,676 different installers.\u00a0 A total of 45.8% of these solar installers had one or more of their solar installations rated as sub-standard or unsafe.\u00a0 Of them 157 had every single one of their inspected systems rated as sub-standard or unsafe.\u00a0 So a lot of inspections were done by people who were pretty bad at installing solar power systems themselves.<\/strong><\/p>\n<h2>I Expect Some Improvement<\/h2>\n<p>Now the audit is complete I expect the RET will be administered more effectively and the average quality of solar installations will continue to rise.\u00a0 But I&#8217;m not expecting any huge improvements.\u00a0 This is because if the RET had been intended to ensure almost every installation met Australian standards it would have been given enough funding to achieve this from the start.<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/solar-installation-audit\/#en-26687-8' id='enref-26687-8' onclick='return hhEndnotes_show(26687)'>8<\/a><\/sup>\u00a0 Instead, it was only given enough funding to reduce the the number of shoddy and dangerous solar installations.\u00a0 Regrettably, the resources they had were not used as effectively as they could have been.<\/p>\n<p>I haven&#8217;t found any mention in the audit of an increase in the RET&#8217;s funding for inspections and enforcement.\u00a0 This means the suggestions for improvement resulting from the audit are likely to only involve using the funds they currently have more effectively.\u00a0 This means it&#8217;s still up to consumers to <a href=\"https:\/\/www.solarquotes.com.au\/good-solar-guide\/contents\/\">do their research<\/a> and &#8220;caveat emptor&#8221; or &#8220;uti solisquotes&#8221; or whatever Latin phrases may be
