Take it away John&#8230;<!--more--><\/p>\n<h2>We\u2019ve all seen dodgy solar PV installs.<span class=\"Apple-converted-space\">\u00a0<\/span><\/h2>\n<p>In fact, one of the longest-running threads on Whirlpool <a href=\"https:\/\/forums.whirlpool.net.au\/thread\/1430969\" target=\"_blank\" rel=\"noopener noreferrer\">is dedicated to dodgy solar<\/a> and one of the most popular solar pages on Facebook is <a href=\"https:\/\/www.facebook.com\/groups\/1453886731514406\/\" target=\"_blank\" rel=\"noopener noreferrer\">Crap Solar<\/a>.<\/p>\n<p>There are many reasons for dodgy installations, including poorly trained (or untrained) installers, underpaid installers \u2018bashing out systems\u2019<span class=\"Apple-converted-space\">\u00a0 <\/span>too quickly to do the job properly or just sheer ignorance.<\/p>\n<h2>The reasons don\u2019t matter, the fact is too many dodgy systems have been installed.<\/h2>\n<p>Despite over ten years of complaints to the Clean Energy Council, Electrical Safety Offices and an <a href=\"https:\/\/www.solarquotes.com.au\/blog\/solar-installation-audit\/\">ignominious record of substandard inspection reports<\/a> from the Clean Energy Regulator, not only are dodgy solar systems continuing to be installed, now we\u2019re recklessly embarking on a tsunami of battery installations. Burning isolators on the roof is a concern, exploding batteries under the house is another level.<\/p>\n<h2><img decoding=\"async\" class=\"aligncenter wp-image-30029 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/05\/boom.jpg\" alt=\"solar battery explosion\" width=\"800\" height=\"800\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/05\/boom.jpg 800w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/05\/boom-150x150.jpg 150w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/05\/boom-300x300.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/05\/boom-768x768.jpg 768w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2019\/05\/boom-100x100.jpg 100w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/h2>\n<h2>What is the CEC\u2019s response?<\/h2>\n<p>The Clean Energy Council\u2019s response is to successfully lobby State Governments to require all government tenders and subsidies be available exclusively to the CEC\u2019s Approved Solar Retailers. Not only is this a <a href=\"https:\/\/www.solarquotes.com.au\/blog\/approved-solar-retailer-victoria\/\">restrictive trade practice<\/a>, not only does it cut out hundreds of installers and companies that have been doing quality work for longer than the CEC has been around &#8211; the biggest failing is that this response does not add any oversight to the quality of the design and installation of solar and battery systems.<\/p>\n<h2>How did we get to this point?<\/h2>\n<p>The rot started back in 1985 in Queensland, when Joh sacked 1,000 South East Queensland Electricity Board employees including most of the electrical inspectors, resulting in the end of mandatory inspections of all electrical work.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Other states, under the influence of Hilmer\u2019s National Competition Policy, followed suit. Dumbing down of trade training didn\u2019t improve the situation. Solar installation used to require a two year course. When the Business Council for Sustainable Energy (now the CEC) was set up by John Howard, this was reduced to a one week course. Battery qualifications are another one week course.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<h2>How do we improve the quality of solar and battery installations?<\/h2>\n<p>We have a comprehensive library of standards, regulations and laws relating to the safety of electrical installations. Unfortunately they\u2019re not being enforced.<\/p>\n<p>Tasmania has mandated 100% inspections of all solar and battery installations by independent, properly trained inspectors under the supervision of Tasmania\u2019s Department of Justice. Performing sub-standard work has real financial consequences, including fines and loss of licenses.<\/p>\n<p>As Tasmania\u2019s manager of Electrical Standards and Safety says,<\/p>\n<blockquote><p>\u201cI am really pleased that our stats constantly show a downward trend in serious defects, consumer complaints and importantly incidents of failure, fire and shock. I know that we have a long road ahead, but do believe we are well progressed in our endeavours.\u201d<\/p><\/blockquote>\n<p><strong>The solution is clear. We need 100% solar and battery installation inspections by the relevant State or Territory electrical regulator.<\/strong><\/p>\n<h2>But doesn&#8217;t Victoria already have 100% inspections?<\/h2>\n<p>Victorian inspectors are employed and paid for by the contractor, so there&#8217;s a clear conflict of interest. It is depressingly easy to get a non-compliant installation passed in Victoria. Inspectors have to be employed by the state regulator.<\/p>\n<h2>Who pays for all this?<\/h2>\n<p>My discussions with other installers show there is a consensus around a fee for service, maybe $250 per inspection.
