{"id":41270,"date":"2020-07-14T06:41:33","date_gmt":"2020-07-13T20:11:33","guid":{"rendered":"https:\/\/www.solarquotes.com.au\/blog\/?p=41270"},"modified":"2024-09-05T09:38:48","modified_gmt":"2024-09-05T00:08:48","slug":"cec-sec-smarter-homes-mb1600","status":"publish","type":"post","link":"https:\/\/www.solarquotes.com.au\/blog\/cec-sec-smarter-homes-mb1600\/","title":{"rendered":"Concerns Raised Regarding SA &#8220;Smarter Homes&#8221; Proposals"},"content":{"rendered":"<p><img decoding=\"async\" class=\"alignnone size-full wp-image-41271\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/07\/smarter-homes-solar.jpg\" alt=\"South Australia - smarter homes\" width=\"1200\" height=\"630\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/07\/smarter-homes-solar.jpg 1200w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/07\/smarter-homes-solar-300x158.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/07\/smarter-homes-solar-1024x538.jpg 1024w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/07\/smarter-homes-solar-768x403.jpg 768w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<p>The nature of some proposed regulatory changes to create &#8220;smarter homes&#8221; in South Australia have been met with criticism from both the CEC and Smart Energy Council.<!--more--><\/p>\n<p>In late June this year, SA&#8217;s Department for Energy and Mining kicked off a consultation on proposed new technical standards to support the orderly transition to net-100 per cent renewable energy in South Australia.<\/p>\n<p>Among the proposed changes:<\/p>\n<ul>\n<li>Remote disconnection and reconnection requirements for distributed solar power systems<\/li>\n<li>Export limit requirements on distributed solar systems<\/li>\n<li>New low voltage ride-through requirements for smart inverters<\/li>\n<li>Smart meter minimum technical standards<\/li>\n<\/ul>\n<p>On the topic of remote disconnection and reconnection, SQ&#8217;s Ronald <a href=\"https:\/\/www.solarquotes.com.au\/blog\/solar-inverter-control\/\">published an article on the topic<\/a> after it was proposed by the Australian Energy Market Operator in April this year and subsequently created some unnecessary panic. SQ&#8217;s Richard has written on <a href=\"https:\/\/www.solarquotes.com.au\/blog\/dynamic-solar-exports-sa\/\">dynamic export limits<\/a>.<\/p>\n<p>According to the AEMO, SA is the first gigawatt scale power system in the world (to the best of its knowledge) to approach zero operational demand due to a high level of that demand met being by distributed\u00a0energy\u00a0resources, which include the <a href=\"https:\/\/www.solarquotes.com.au\/australia\/solar-power-sa\/\">South Australia&#8217;s<\/a> 282,000-plus small scale (&lt;100kW capacity) solar power systems. In a situation when SA is separated from the National Electricity Market, sufficient demand and the right combination of power generation is needed for system security &#8211; and these proposed changes are seen as part of the solution.<\/p>\n<p>Consultation papers for each of the above <a href=\"https:\/\/www.energymining.sa.gov.au\/industry\/hydrogen-and-renewable-energy\/solar-batteries-and-smarter-homes\/regulatory-changes-for-smarter-homes\/consultation-on-regulatory-changes-for-smarter-homes\">can be found here<\/a>. Little time was allowed for submissions, with the closing date last Friday.<\/p>\n<h2>CEC &#8211; Picking Winners In Advance Of Standards<\/h2>\n<p>The CEC said while it supports the proposal for dynamic export limits in principle, it is concerned the SA Government&#8217;s timeline of mandating technical solutions from the beginning of next year <a href=\"https:\/\/assets.cleanenergycouncil.org.au\/documents\/advocacy-initiatives\/submissions\/submission-sa-government-consultation-proposed-export-limit-requirements-distributed-solar-generating-plants-sa.pdf\">will be counterproductive<\/a>.<\/p>\n<blockquote><p>&#8220;We strongly doubt that the proposed timeframe is achievable,&#8221; <a href=\"https:\/\/www.cleanenergycouncil.org.au\/news\/sa-proposal-threatens-rail-gauge-headaches\">states the CEC<\/a>. &#8220;Even if the proposed timeframe could be achieved, it could come at the cost of undermining the goals of interoperability and cyber security in the longer term.&#8221;<\/p><\/blockquote>\n<p>The CEC is troubled that the SA Government has signaled a desire to run with this in advance of an Australian Standard or even an industry best practice guideline.<\/p>\n<p>It also raised concerns about remote <a href=\"https:\/\/assets.cleanenergycouncil.org.au\/documents\/advocacy-initiatives\/submissions\/submission-sa-government-consultation-proposed-remote-disconnection-reconnection-requirements-proposed-smart-meter-minimum-technical-standards-sa.pdf\">remote disconnection\/reconnection<\/a> and said the timeframe for low voltage ride-through requirements <a href=\"https:\/\/assets.cleanenergycouncil.org.au\/documents\/advocacy-initiatives\/submissions\/submission-sa-government-consultation-proposed-new-low-voltage-ride-through-requirements-smart-inverters.pdf\">was oblivious<\/a> to the practical limitations of\u00a0 test laboratories to undertake the testing required.<\/p>\n<h2>Smart Energy Council &#8211; Timelines Unrealistic<\/h2>\n<p>The Smart Energy Council and its member companies were also &#8220;<a href=\"https:\/\/www.smartenergy.org.au\/news\/consultation-regulatory-changes-smarter-homes-south-australia\">deeply concerned<\/a>&#8221; about the proposed timeframe for these changes.<\/p>\n<ul>\n<li>Remote disconnection and reconnection capabilities &#8211; September 2020 too soon<\/li>\n<li>Low voltage requirements &#8211; September 2020 &#8220;unworkable&#8221;<\/li>\n<\/ul>\n<p>The Smart Energy Council believes the consultation papers also create \u201cred flags\u201d in relation to transparency, data storage and control; and impact on solar customers and workers &#8211; among other issues.
