{"id":45304,"date":"2020-12-01T05:13:53","date_gmt":"2020-11-30T18:43:53","guid":{"rendered":"https:\/\/www.solarquotes.com.au\/blog\/?p=45304"},"modified":"2024-06-05T15:05:24","modified_gmt":"2024-06-05T05:35:24","slug":"cer-solar-panel-ledger-mb1781","status":"publish","type":"post","link":"https:\/\/www.solarquotes.com.au\/blog\/cer-solar-panel-ledger-mb1781\/","title":{"rendered":"Regulator To Establish Solar Panel Serial Number Ledger"},"content":{"rendered":"<p><img decoding=\"async\" class=\"alignnone size-full wp-image-45305\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/12\/solar-panel-ledger.jpg\" alt=\"Clean Energy Regulator - solar panel serial number ledger\" width=\"1200\" height=\"630\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/12\/solar-panel-ledger.jpg 1200w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/12\/solar-panel-ledger-300x158.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/12\/solar-panel-ledger-1024x538.jpg 1024w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2020\/12\/solar-panel-ledger-768x403.jpg 768w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<p>In an effort to further strengthen the integrity of Australia&#8217;s Small-scale Renewable Energy Scheme (SRES) and the nation&#8217;s solar industry, the Clean Energy Regulator is developing a ledger to record serial numbers of all solar panels installed in Australia under the SRES.<!--more--><\/p>\n<p>The <a href=\"http:\/\/www.cleanenergyregulator.gov.au\/RET\/About-the-Renewable-Energy-Target\/How-the-scheme-works\/Small-scale-Renewable-Energy-Scheme\">SRES<\/a> is the program that delivers <a href=\"https:\/\/www.solarquotes.com.au\/panels\/rebate\/\">Australia\u2019s &#8220;solar rebate&#8221;<\/a>, which is more accurately a subsidy providing a point-of-sale discount on <a href=\"https:\/\/www.solarquotes.com.au\/solar101.html\"> solar power systems<\/a>. The subsidy is based on small-scale technology certificates (<a href=\"https:\/\/www.solarquotes.com.au\/tools\/stc_calculator\/\">STCs<\/a>) that accompany each eligible system, which have a value varying with market conditions.<\/p>\n<p>The Regulator says the new ledger will act as an additional mechanism rather than replace the successful <a href=\"https:\/\/www.solarquotes.com.au\/blog\/?s=solar+panel+validation\">Solar Panel Validation<\/a> initiative. SPV involves a solar installer using a phone app to scan solar panel serial numbers just prior to installation, which are checked against a database to ensure they match information verified by the Clean Energy Council.<\/p>\n<p>Applications to create STCs submitted with verified solar panel information are processed more rapidly than those that aren&#8217;t, and applications that don&#8217;t may be subject to closer scrutiny.<\/p>\n<blockquote><p>&#8220;SPV gives solar supply chain representatives early confirmation of solar panel eligibility before and at the time of installation,&#8221; <a href=\"https:\/\/cer.gov.au\/clean-energy-regulator-serial-number-ledger-capability\">states the Regulator<\/a>. &#8220;The ledger will provide a secondary point of verification during the creation of STCs that do not use SPV.&#8221;<\/p><\/blockquote>\n<h2>Solar Panel Validation Uptake<\/h2>\n<p>According to the Regulator&#8217;s Annual Report for 2019-20, solar panel validation resulted in:<\/p>\n<ul>\n<li>reduced STC processing times, from 4\u20136 weeks for non-SPV claims to just 24 hours for claims with validation.<\/li>\n<li>reduced scheme participant STC failure rates.<\/li>\n<li>a significant reduction in the error rate for STC claims compared with non- solar panel validation claims.<\/li>\n<li>cost-savings and a streamlined process for those participating.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/www.cleanenergyregulator.gov.au\/RET\/Scheme-participants-and-industry\/Solar-Panel-Validation-initiative\">48 solar panel manufacturers<\/a> are participating in the SPV scheme, including all the big names such as <a href=\"https:\/\/www.solarquotes.com.au\/panels\/jinko-solar-review.html\">JinkoSolar<\/a>, <a href=\"https:\/\/www.solarquotes.com.au\/panels\/longi-solar-review.html\">Longi<\/a> and <a href=\"https:\/\/www.solarquotes.com.au\/panels\/trina-review.html\">Trina<\/a>. By July this year more than 50 per cent of STC claims were being submitted using SPV, but that still leaves a large number of modules associated with claims that weren&#8217;t.<\/p>\n<p>Just in October this year, more than 14,400 solar power systems below 100kW capacity were installed across Australia under the SRES. Even at 60% use of SPV 5,760 installations would have occurred where it wasn&#8217;t used, which could translate to more than 120,000 solar panels.<\/p>\n<p>The Regulator states the use of the ledger as an additional verification tool will also help protect the reputation of brands in terms of non-authorised suppliers bringing potentially ineligible solar panels to the Australian market that could be used in STC claims.
