{"id":46221,"date":"2021-02-01T13:37:31","date_gmt":"2021-02-01T03:07:31","guid":{"rendered":"https:\/\/www.solarquotes.com.au\/blog\/?p=46221"},"modified":"2021-02-01T13:37:31","modified_gmt":"2021-02-01T03:07:31","slug":"sa-wholesale-electricity","status":"publish","type":"post","link":"https:\/\/www.solarquotes.com.au\/blog\/sa-wholesale-electricity\/","title":{"rendered":"SA&#8217;s Wholesale Electricity Prices Now Lowest In Nation Thanks To Renewables"},"content":{"rendered":"\r\n<div id=\"attachment_47067\" style=\"width: 1210px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-47067\" class=\"wp-image-47067 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/sa-cheapest.jpg\" alt=\"South Australia has the cheapest wholesale electricity.\" width=\"1200\" height=\"628\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/sa-cheapest.jpg 1200w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/sa-cheapest-300x157.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/sa-cheapest-1024x536.jpg 1024w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/sa-cheapest-768x402.jpg 768w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><p id=\"caption-attachment-47067\" class=\"wp-caption-text\">South Australia&#8217;s gone from embarrassingly expensive to the cheapest wholesale electricity in just 10 years.<\/p><\/div>\r\n<p>Over the past 12 months wholesale electricity prices have tumbled across Australia.\u00a0 For the nation overall, they&#8217;re the lowest they&#8217;ve been for nine years.\u00a0 But one state did particularly well and a large part of its success was because it now generates over 60% of its electricity from wind and solar.<!--more--><\/p>\r\n<p>South Australia&#8217;s average wholesale electricity spot price has been the lowest of all the states so far this financial year.\u00a0 This was despite it being the only state to increase electricity consumption.\u00a0 This is a major change from the days when SA regularly had the nation&#8217;s most expensive wholesale electricity.\u00a0<\/p>\r\n<p>Two reasons why wholesale electricity prices have fallen so far:\u00a0<\/p>\r\n<ul>\r\n<li>The COVID-19 related economic slowdown.\u00a0<\/li>\r\n<li>The expansion of renewable generation &#8212; including rooftop solar.<\/li>\r\n<\/ul>\r\n<p>While we can expect wholesale electricity prices to rise after COVID is defeated, I doubt we&#8217;ll ever see a return to the high prices we had pre-pandemic. The low cost of renewable generation and the falling cost of battery storage will make sure of it.<\/p>\r\n<h2>What Are Wholesale Electricity Prices?<\/h2>\r\n<p>Wholesale electricity prices are what generators are paid for supplying electrical energy to the grid.\u00a0 They&#8217;re also the main component of <a href=\"https:\/\/www.solarquotes.com.au\/systems\/feed-in-tariffs\/\">solar feed-in tariffs<\/a>.\u00a0 There are two ways wholesale prices are set:<\/p>\r\n<ol>\r\n<li>\u00a0Through long term contracts.<\/li>\r\n<li>\u00a0By the wholesale electricity market.<\/li>\r\n<\/ol>\r\n<p>The wholesale electricity prices we end up paying are a combination of the two.\u00a0 The details of the contracts are secret, so the figures I use in this article are wholesale market spot price averages.\u00a0 They should be close to the actual average wholesale prices.\u00a0\u00a0<\/p>\r\n<h2>2020-21 Financial Year So Far<\/h2>\r\n<p>The graph below shows average wholesale spot prices for the first 7 months of this financial year in cents per kilowatt-hour:<\/p>\r\n<p><img decoding=\"async\" class=\"aligncenter wp-image-46979 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/wholesale_prices.png\" alt=\"Average wholesale electricity spot price in Australia\" width=\"1023\" height=\"614\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/wholesale_prices.png 1023w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/wholesale_prices-300x180.png 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/wholesale_prices-768x461.png 768w\" sizes=\"(max-width: 1023px) 100vw, 1023px\" \/><\/p>\r\n<p>As you can see, the lowest priced wholesale electricity is in South Australia, with Queensland taking second place.<\/p>\r\n<p>The keen-eyed among you may have noticed I omitted the left third of Australia.\u00a0 This isn&#8217;t because I hate Western Australia.\u00a0 It&#8217;s completely unrelated to my hatred for the hyperthermia state.\u00a0 It&#8217;s because information on WA wholesale electricity prices is hard to find.\u00a0 The information I do have suggests wholesale prices are definitely not cheap and it&#8217;s likely to be the most expensive state.\u00a0<\/p>\r\n<h2>Historical Wholesale Prices<\/h2>\r\n<p>Here&#8217;s a line graph showing the average wholesale electricity spot price for all the states, except WA, for the past 10 financial years:<\/p>\r\n<p><img decoding=\"async\" class=\"aligncenter wp-image-47073 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/wholesale_line_graph.png\" alt=\"Wholesale electricity spot price in 2021 cents per kilowatt hour\" width=\"1066\" height=\"635\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/wholesale_line_graph.png 1066w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/wholesale_line_graph-300x179.png 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/wholesale_line_graph-1024x610.png 1024w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/wholesale_line_graph-768x457.png 768w\" sizes=\"(max-width: 1066px) 100vw, 1066px\" \/><\/p>\r\n<p>To make myself look useful and hide the fact I sneakily pay a guy in the Philippines $2 an hour to write these articles, I&#8217;ve accounted for inflation by converting the average wholesale spot prices for each financial year into today&#8217;s money.\u00a0 This is so people can see the real trends in electricity prices and not have inflation mislead them into thinking things are worse than they are.<\/p>\r\n<p>As you can see, before this financial year, South Australia was generally the state with the most expensive wholesale electricity.\u00a0 We appreciate Tasmania&#8217;s effort to make SA look good in 2015 by having a drought at the same time a sea-dingo bit through the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Basslink\" target=\"_blank\" rel=\"noopener noreferrer\">Basslink transmission cable<\/a>, but it didn&#8217;t fool anyone.<\/p>\r\n<h2>Yet Another Graph<\/h2>\r\n<p>While I&#8217;m very fond of the line graph above, I don&#8217;t think it conveys how dramatically prices have dropped over the past two and a half years.\u00a0 So I made a bar graph showing average prices over the last three financial years, just to really rub it in:<\/p>\r\n<p><img decoding=\"async\" class=\"aligncenter wp-image-47018 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/3year_spot_prices.png\" alt=\"Average wholesale electricity spot prices bar graph\" width=\"960\" height=\"573\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/3year_spot_prices.png 960w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/3year_spot_prices-300x179.png 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/3year_spot_prices-768x458.png 768w\" sizes=\"(max-width: 960px) 100vw, 960px\" \/><\/p>\r\n<p>If I work out the percentage ball in average wholesale spot prices between the first 7 months of 2020-21 and 2018-19, I get the following:<\/p>\r\n<ul>\r\n<li>NSW: 41% decrease<\/li>\r\n<li>QLD: 53% decrease<\/li>\r\n<li>SA: 70% decrease<\/li>\r\n<li>TAS: 49% decrease<\/li>\r\n<li>VIC: 63% decrease<\/li>\r\n<\/ul>\r\n<p>As you can see, those are big drops, with South Australia having the largest fall, followed by Victoria, which was the state most affected by COVID.\u00a0<\/p>\r\n<p>If we have some intense February heatwaves, it may be enough to significantly increase average wholesale electricity spot prices by the end of the financial year.\u00a0 But as there&#8217;s only one month of summer left, I think the average prices will stay close to where they are now.\u00a0 If we have a pleasant autumn, they may fall further.\u00a0<\/p>\r\n<h2>What Does It Mean For Electricity Bills?<\/h2>\r\n<p>According to the Reserve Bank of Australia, the retail cost of electricity fell 7.5% in 2020 compared to 2019.\u00a0 Here are their three key <a href=\"https:\/\/www.abs.gov.au\/statistics\/economy\/price-indexes-and-inflation\/consumer-price-index-australia\/latest-release\" target=\"_blank\" rel=\"noopener noreferrer\">Consumer Price Index<\/a> (CPI) points:<\/p>\r\n<p><img decoding=\"async\" class=\"aligncenter size-full wp-image-47076\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/rba_cpi.png\" alt=\"\" width=\"938\" height=\"182\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/rba_cpi.png 938w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/rba_cpi-300x58.png 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/rba_cpi-768x149.png 768w\" sizes=\"(max-width: 938px) 100vw, 938px\" \/><\/p>\r\n<p>The fall in wholesale electricity prices so far this year has not been as much.\u00a0 In July when retail electricity prices change for most Australians I expect to see them drop by about 3%.\u00a0<\/p>\r\n<p>Victorians, who get their new retail prices every January, received a significant cut last month and can expect another next year.\u00a0<\/p>\r\n<p>The fall in wholesale electricity spot prices in cents per kilowatt-hour since last financial year has been:<\/p>\r\n<ul>\r\n<li>NSW: 1.9 cents<\/li>\r\n<li>QLD: 1.5 cents<\/li>\r\n<li>SA: 2.8 cents<\/li>\r\n<li>TAS: 0.8 cents<\/li>\r\n<li>VIC: 3.2 cents\u00a0<\/li>\r\n<\/ul>\r\n<p>If spot prices alone determined wholesale electricity prices, then the retail cost of electricity per kilowatt-hour would fall by around these amounts.\u00a0 But because contracts are also involved the actual declines may differ.\u00a0 As last year&#8217;s cuts in electricity prices were not as large as the falls in wholesale spot prices indicated they would be, it is possible &#8212; fingers crossed &#8212; some of the price cut was delayed and will be passed on in July &#8211; or January for Victorians.<\/p>\r\n<h2>COVID Has Reduced Demand<\/h2>\r\n<p>The main reason for the fall in wholesale electricity prices has been the pandemic related worldwide economic slowdown. In 2020 overall electricity consumption in the five eastern states was <a href=\"https:\/\/aemo.com.au\/-\/media\/files\/major-publications\/qed\/2020\/qed-q3-2020.pdf?la=en\" target=\"_blank\" rel=\"noopener noreferrer\">down 1.4%<\/a> from the previous year.\u00a0 But South Australia bucked the trend and instead had a small increase thanks to high residential electricity use over winter.\u00a0 SA was the only state to increase its electricity consumption.<\/p>\r\n<div id=\"attachment_47031\" style=\"width: 246px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-47031\" class=\"wp-image-47031 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/covid.jpg\" alt=\"\" width=\"236\" height=\"248\" \/><p id=\"caption-attachment-47031\" class=\"wp-caption-text\">&#8220;You think you have it tough with your measly modern pandemic?\u00a0 It&#8217;s nothing compared to what we had to put up with.\u00a0 Back in 1890, the Coronavirus was this big!&#8221;<\/p><\/div>\r\n<h2>Conventional Electricity Generation In The Time Of COVID<\/h2>\r\n<p>Australia&#8217;s three main sources of conventional generation are:<\/p>\r\n<ol>\r\n<li>\u00a0Coal &#8212; this, unfortunately, is the big one at 66% of generation.\u00a0<\/li>\r\n<li>\u00a0Gas &#8212; 6.8% of generation.<\/li>\r\n<li>\u00a0Hydroelectricity &#8212; 7.2% of generation.<\/li>\r\n<\/ol>\r\n<p>If you see figures higher than these, those are likely to be for grid generation only, which doesn&#8217;t include rooftop solar.\u00a0<\/p>\r\n<p><strong>Coal: <\/strong>Because most coal used in Australia is &#8220;stranded&#8221; (unable to be exported), the pandemic has had little effect on coal generation&#8217;s operating costs.\u00a0 But faced with lower demand and increasing renewable generation, coal power stations have had no choice other than bid in lower prices to stay alive.<\/p>\r\n<p><strong>Gas: <\/strong>Unlike domestic coal, the cost of natural gas fell by around half.\u00a0 This helped lower prices in South Australia as it generates more of its electricity from gas than any other state.\u00a0 But it&#8217;s decreasing.\u00a0 <a href=\"https:\/\/www.solarquotes.com.au\/blog\/sa-renewable-energy-generation\/\">More than 60%<\/a> of electricity generated in South Australia is now renewable.\u00a0 This means generation from gas, which used to supply around 70% of the state&#8217;s electricity, is now under 40%.\u00a0<\/p>\r\n<p>While gas prices are likely to rise after we beat COVID, I doubt we will ever see a return to the high prices we had just two years ago.\u00a0 This is because the very low cost of renewable energy combined with the falling cost of battery storage will soon result in much less demand for natural gas.<\/p>\r\n<p><strong>Hydro: <\/strong>Due to low rainfall, national hydroelectric generation is the lowest it has been since 2008.\u00a0 This makes the current record low wholesale electricity prices especially important and &#8212; provided the rains return &#8212; will help keep electricity prices down in the future.<\/p>\r\n<h2>South Australian Renewables Have Lowered Wholesale Prices<\/h2>\r\n<p>Going from the state known for the highest wholesale electricity prices to becoming the lowest is a major change.\u00a0 It&#8217;s especially impressive given South Australia was the only state to increase electricity consumption during the pandemic.\u00a0 I&#8217;m not certain how much of the price fall was due to lower gas prices and how much to increased renewable generation, but I&#8217;m confident renewables played a big part.\u00a0 This is because current gas prices are still higher than they were six years ago before the completion of east coast LNG export facilities forced them up to international levels.\u00a0\u00a0<\/p>\r\n<div id=\"attachment_47056\" style=\"width: 1067px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-47056\" class=\"wp-image-47056 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/gas_prices.jpg\" alt=\"Gas market prices - Australia\" width=\"1057\" height=\"830\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/gas_prices.jpg 1057w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/gas_prices-300x236.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/gas_prices-1024x804.jpg 1024w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/01\/gas_prices-768x603.jpg 768w\" sizes=\"(max-width: 1057px) 100vw, 1057px\" \/><p id=\"caption-attachment-47056\" class=\"wp-caption-text\">Image Credit: <a href=\"https:\/\/www.aer.gov.au\/wholesale-markets\/wholesale-statistics\/gas-market-prices\" target=\"_blank\" rel=\"noopener noreferrer\">Australian Energy Regulator<\/a><\/p><\/div>\r\n<p>For over a decade, South Australia has benefited from renewables pushing down wholesale electricity prices, but much of the benefit was obscured by rising natural gas prices.\u00a0 Pointing out wholesale electricity prices <a href=\"https:\/\/www.solarquotes.com.au\/blog\/south-australia-electricity-prices\/\">would be higher without renewables<\/a> did not impress anti-renewable trolls &#8211;
