It would amend the Clean Energy Finance Corporation Act 2012 to establish the $1 billion Grid Reliability Fund. The Fund will support investments in new energy generation, storage and transmission infrastructure, including eligible projects shortlisted under the controversial Underwriting New Generation Investments (UNGI) program.<\/p>\n<p>Part of UNGI&#8217;s controversial nature is that <a href=\"https:\/\/www.energy.gov.au\/government-priorities\/energy-programs\/underwriting-new-generation-investments-program#toc-anchor-consideration-of-shortlisted-projects\">includes gas projects<\/a> &#8211; but Barnaby Joyce wants the CEFC to be able to go even further into supporting fossil fuels.<\/p>\n<blockquote><p>&#8220;I will be moving an amendment for high-intensity low-emission coal-fired power,&#8221; stated Mr. Joyce.<\/p><\/blockquote>\n<p>By &#8220;high intensity&#8221;, which he mentioned three times, it&#8217;s assumed he meant &#8220;high efficiency&#8221;.<\/p>\n<h2>About HELE Coal<\/h2>\n<p>High Efficiency Low Emission (HELE) coal power is a rather misleading term.<\/p>\n<p>The Finkel Review report from a few years back noted the following estimated operating emissions (kg CO2-e\/ MWh) for various types of coal power:<\/p>\n<ul>\n<li>Subcritical (conventional) brown coal \u2013 1,140<\/li>\n<li>Supercritical brown coal (HELE) \u2013 960<\/li>\n<li>Subcritical (conventional) black coal \u2013 940<\/li>\n<li>Supercritical black coal (HELE) &#8211; 860<\/li>\n<li>Ultra-supercritical brown coal (HELE) \u2013 845<\/li>\n<li>Ultra-supercritical black coal (HELE) \u2013 700<\/li>\n<\/ul>\n<p>Lower emissions, yes &#8211; low emissions &#8211; certainly not.<\/p>\n<p>Added to that are the various toxins spewed into the atmosphere by burning the stuff, HELE or non-HELE, and the millions of tonnes of <a href=\"https:\/\/www.solarquotes.com.au\/blog\/coal-ash-nsw-mb1727\/\">coal ash (also toxic)<\/a> created as a waste product. Carbon and toxic emissions and waste aside, the following shows the differences between conventional and HELE coal in terms sourcing the problematic black rock.<\/p>\n<div id=\"attachment_47698\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-47698\" class=\"size-full wp-image-47698\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/02\/hele-coal-mining.jpg\" alt=\"HELE coal vs conventional coal\" width=\"800\" height=\"422\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/02\/hele-coal-mining.jpg 800w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/02\/hele-coal-mining-300x158.jpg 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/02\/hele-coal-mining-768x405.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-47698\" class=\"wp-caption-text\">Meet the new coal, same as the old coal.<\/p><\/div>\n<p>HELE coal power is also more expensive than renewables. As recently mentioned after <a href=\"https:\/\/www.solarquotes.com.au\/blog\/nationals-coal-power-mb1858\/\">Senator Matt Canavan&#8217;s push for more coal and gas power<\/a>, CSIRO\u2019s GenCost report released in December showed wind and solar power continue to be the <a href=\"https:\/\/www.csiro.au\/en\/news\/All\/News\/2020\/December\/Renewables-still-the-cheapest-new-build-power-in-Australia\">cheapest source of energy in Australia.<\/a> This remains the case even when taking into account additional system integration costs such as energy storage and added transmission expenditure.<\/p>\n<h2>Just Because Your Peers Do It&#8230;<\/h2>\n<p>Barnaby Joyce mentions other countries are still using coal for power generation, and on that basis, so should we &#8211; and to show them how it&#8217;s done. Aside from the fact that for the most part the world *is* transitioning away from coal power, I think many of us when growing up were counselled by our parents that just because our peers are doing something stupid, it doesn&#8217;t mean we should too. It was pretty solid advice I wish I heeded more often.<\/p>\n<p><a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Hansard\/Hansard_Display?bid=chamber\/hansardr\/a61e60e0-066a-4c20-8451-75f2c8d574ef\/&amp;sid=0131\">Barnaby&#8217;s speech<\/a> contained a number of inaccuracies and non sequiturs &#8211; for example mentions of blackouts that had nothing to do with a lack of electricity generation. He also refers to high electricity prices, but fails to mention the downwards pressure on wholesale electricity prices thank to renewables.<\/p>\n<p>But a very valid point Mr. Joyce made was:<\/p>\n<blockquote><p>&#8220;If we keep driving this agenda where we can&#8217;t even discuss high-intensity low-emission coal-fired power but in the same breath out of the other side of your mouth say, &#8216;But I believe in the coal industry&#8217;, it looks like complete and utter hypocrisy. It looks like you&#8217;re completely and utterly dodgy, and you&#8217;re not philosophically correct. You can&#8217;t say you support the coal industry but you don&#8217;t support the usage of coal.&#8221;<\/p><\/blockquote>\n<p>He&#8217;s spot on there.
