that you can purchase.<\/p>\r\n<p><strong>Category A<\/strong> covers these three items:<\/p>\r\n<ul>\r\n<li>Rooftop solar power systems<\/li>\r\n<li>Home batteries<\/li>\r\n<li>Electric vehicle chargers<\/li>\r\n<\/ul>\r\n<p>If you already have one or more of these, I see nothing in the <a href=\"https:\/\/www.actsmart.act.gov.au\/__data\/assets\/pdf_file\/0008\/1781324\/201304-Sustainable-Household-Scheme-guidelines.pdf\" target=\"_blank\" rel=\"noopener\">guidelines<\/a> or <a href=\"https:\/\/www.actsmart.act.gov.au\/__data\/assets\/pdf_file\/0009\/1796013\/20210709_SHS-Terms-and-Conditions-FINAL.pdf\" target=\"_blank\" rel=\"noopener\">terms and conditions<\/a> preventing the zero-interest loans from being used to buy and install new ones.\u00a0<\/p>\r\n<p>If your home is currently being built you can only borrow for Category A items.\u00a0<\/p>\r\n<p><strong>Category B<\/strong> is for items that replace gas or energy inefficient appliances.\u00a0 Proof of removal of old appliances will be required.\u00a0 The three products types it covers are:<\/p>\r\n<ul>\r\n<li>Reverse cycle <a href=\"https:\/\/www.solarquotes.com.au\/air-conditioning\/\">air conditioners<\/a> &#8212; These can both cool and heat homes.<\/li>\r\n<li><a href=\"https:\/\/www.solarquotes.com.au\/hot-water\/heat-pump\/\">Heat pump hot water systems<\/a> &#8212; These are the most energy-efficient type of hot water system.<\/li>\r\n<li>Efficient electric stovetops &#8212; Induction stovetops are the most efficient, but hopefully this will include standard electric stove tops as they are almost equal in efficiency<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/act-sustainable-household-scheme\/#en-52449-1' id='enref-52449-1' onclick='return hhEndnotes_show(52449)'>1<\/a><\/sup>.\u00a0 While the guidelines say &#8220;stovetops&#8221;, hopefully it also allows for the replacement of gas ovens.<\/li>\r\n<\/ul>\r\n<p>If you want one of the items above but don&#8217;t have an old system to remove, you may have a problem.\u00a0 Hopefully, they will intelligently consider your situation and make exceptions where appropriate.\u00a0 This will prevent people from installing broken down old appliances so they can be &#8220;replaced&#8221;.<\/p>\r\n<p><strong>Category C <\/strong>is for Electric Vehicles (EVs) and isn&#8217;t available yet.\u00a0 At some point, it will be possible to use zero-interest loans to buy or contribute towards buying&#8230;<\/p>\r\n<ul>\r\n<li>New and used vehicles, including grey imports and private sales, that emit zero emissions.<\/li>\r\n<\/ul>\r\n<p>The vehicle must emit no emissions when in use.\u00a0 In practice, this means fully electric cars and not plug-in <a href=\"https:\/\/www.youtube.com\/watch?v=_Dg2ortGjBc\" target=\"_blank\" rel=\"noopener nofollow\">hybrids<\/a>.\u00a0 But technically it allows hydrogen fuel cell cars &#8212; which aren&#8217;t really available &#8212; and rubber band powered cars, which you can purchase from <a href=\"https:\/\/www.youtube.com\/watch?v=qM3UAnCH5IE\" target=\"_blank\" rel=\"noopener nofollow\">North Korean Motors<\/a>.<\/p>\r\n<p>The total cost of the vehicle must be less than the luxury car tax threshold for fuel-efficient vehicles, which is currently $79,659.\u00a0 This condition seems pointless because we benefit from rich bastards driving electric cars as well as poor bastards.\u00a0 But it can make sense to focus subsidies on EVs affordable to more than a small portion of the population.\u00a0 On the other hand, every additional rule and condition adds to the cost of checking applications and this deadweight loss may eliminate any benefit.<\/p>\r\n<h2>More Approved Goods In Future<\/h2>\r\n<p>New items will be considered over time and may be added to the\u00a0 ACT Sustainable Household Scheme.\u00a0 It gets cold during Canberra winters, so adding insulation seems a no-brainer.\u00a0<\/p>\r\n<h2>How Much Can Be Borrowed?<\/h2>\r\n<p>Up to $15,000 can be borrowed per participant in the Sustainable Household Scheme.\u00a0 This is across the three categories and can be spread out over the five years loans will be available.\u00a0 For example, you could borrow $3,000 to buy a reverse cycle air conditioner this year and next year borrow $10,000 to install a large, high quality, <a href=\"https:\/\/www.solarquotes.com.au\/solar101.html\">solar system<\/a><sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/act-sustainable-household-scheme\/#en-52449-2' id='enref-52449-2' onclick='return hhEndnotes_show(52449)'>2<\/a><\/sup>.<\/p>\r\n<p>The &#8220;minimum loan application value&#8221; is $2,000.\u00a0 My interpretation of this is the initial loan must be for at least $2,000 and each subsequent loan must also be for a minimum of $2,000.\u00a0<\/p>\r\n<p>If you wanted to borrow more than $15,000 &#8212; say you wanted to buy a $45,000 electric car<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/act-sustainable-household-scheme\/#en-52449-3' id='enref-52449-3' onclick='return hhEndnotes_show(52449)'>3<\/a><\/sup> &#8212; you could borrow up to $15,000 at zero interest through the scheme but would have to pay whatever interest the loan provider normally charges on any amount borrowed above that.<\/p>\r\n<p>The loan is paid back over 10 years.\u00a0 For a $15,000 loan, this will be a monthly payment of $125.\u00a0 You can pay more than the monthly minimum and there&#8217;s no penalty for paying early.\u00a0<\/p>\r\n<div id=\"attachment_52762\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-52762\" class=\"size-full wp-image-52762\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/08\/act_low_interest.jpg\" alt=\"\" width=\"700\" height=\"421\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/08\/act_low_interest.jpg 700w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2021\/08\/act_low_interest-300x180.jpg 300w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><p id=\"caption-attachment-52762\" class=\"wp-caption-text\">While low-interest rates can contribute to financial market destabilization, unless people start doing something stupid &#8212; I think we&#8217;re good.\u00a0 (Image:\u00a0 <a href=\"https:\/\/www.youtube.com\/watch?v=hWTFG3J1CP8\" target=\"_blank\" rel=\"noopener nofollow\">Pigwiththefaceofaboy<\/a>)<\/p><\/div>\r\n<h2>Who Can Borrow?<\/h2>\r\n<p>Exactly who can take out a loan gets a little complicated.\u00a0 Each participant can borrow up to $15,000 but a participant is defined as:<\/p>\r\n<ul>\r\n<li>An ACT household for category A and B loans.\u00a0 The borrower must be the owner of the property or a renter who has the owner&#8217;s permission.<\/li>\r\n<li>A holder of an ACT driver&#8217;s licence for category C loans for EVs.<\/li>\r\n<\/ul>\r\n<p>Now if you&#8217;re thinking &#8212; as I would &#8212; that you can borrow $15,000 for the home while your husband<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/act-sustainable-household-scheme\/#en-52449-4' id='enref-52449-4' onclick='return hhEndnotes_show(52449)'>4<\/a><\/sup> can borrow $15,000 for a car &#8212; but that does not appear to be allowed.\u00a0 The guidelines state:<\/p>\r\n<blockquote>\r\n<p>&#8220;<span dir=\"ltr\" role=\"presentation\">Each participant may borrow a maximum of $15,000 over the life of the Sustainable Household Scheme.\u00a0 <\/span><span dir=\"ltr\" role=\"presentation\">This is a cumulative maximum across eligible product categories A, B and C.&#8221;<\/span><\/p>\r\n<\/blockquote>\r\n<p>This suggests if a household has borrowed $7,000 to get an air conditioner and heat pump hot water system, anyone in that household will only be able to get a zero-interest loan of up to $8,000 for an electric vehicle.\u00a0 Otherwise, the guidelines would probably just say, &#8220;Hey, you can borrow another $15,000 interest-free for an EV.&#8221;<\/p>\r\n<p>The guidelines do say they recognize there can be multiple people in a household who want to borrow money for an EV and will consider complex arrangements on a case-by-case basis.\u00a0 To me it sounds like they&#8217;re making work for themselves.\u00a0 I would have gone for an arrangement that doesn&#8217;t require an administrator&#8217;s decision.<\/p>\r\n<p>While only available for households at the moment, non-profit organizations will be able to use the scheme in the future.\u00a0<\/p>\r\n<h2>Eligibility For Household Loans &#8212; Categories A &amp; B<\/h2>\r\n<p>A zero-interest loan for household items &#8212; categories A &amp; B &#8212; has these requirements:<\/p>\r\n<ul>\r\n<li>It must be for a house or unit owned by the borrower or rented by a borrower who has full permission from the owner to have the items installed.<\/li>\r\n<li>The house or unit must be in the ACT.\u00a0 (Note <a href=\"https:\/\/en.wikipedia.org\/wiki\/Jervis_Bay_Territory\" target=\"_blank\" rel=\"noopener\">Jervis Bay Territory<\/a> is not part of the ACT.<sup class='endnote'><a href='https:\/\/www.solarquotes.com.au\/blog\/act-sustainable-household-scheme\/#en-52449-5' id='enref-52449-5' onclick='return hhEndnotes_show(52449)'>5<\/a><\/sup>)<\/li>\r\n<li>The Unimproved Value of the property in the 2020\/21 financial year must be under $750,000 for free-standing homes and under $200,000 for multistory apartments. \u00a0You can find the Unimproved Value (UV) on rates notices.\u00a0 It&#8217;s the value of the land without buildings or improvements, so not many people will miss out on account of this restriction.<\/li>\r\n<\/ul>\r\n<p>I don&#8217;t know why they bother having a limit on the Unimproved Value of properties.\u00a0 It will eliminate very few people and everyone benefits if the rich are more energy efficient.\u00a0 We may even benefit more since the rich tend to use the most energy.\u00a0 I can only guess they&#8217;re fond of pretty red tape in Canberra.<\/p>\r\n<p>If you are building a new home you can only borrow for Category A items.\u00a0<\/p>\r\n<h2>Eligibility For EV Loans &#8212; Category C<\/h2>\r\n<p>Borrowing for an electric vehicle has the following requirements:<\/p>\r\n<ul>\r\n<li>Must be a resident of the ACT as shown by a rates notice or utility bill.<\/li>\r\n<li>Have an ACT driver&#8217;s licence.<\/li>\r\n<li>The vehicle must produce no emissions when in use.\u00a0 In practice, this means an all-electric car and not a plug-in hybrid.<\/li>\r\n<li>The total cost of the vehicle must be less than the <span dir=\"ltr\" role=\"presentation\">luxury car tax threshold for fuel-efficient<\/span> vehicles, which is <span dir=\"ltr\" role=\"presentation\">$79,659 this financial year.<\/span><\/li>\r\n<\/ul>\r\n<p>I see nothing that says a loan can&#8217;t be used for a bicycle or e-bike, since they are vehicles that produce no emissions when in use.\u00a0 If you want a zero-interest loan to get a $2,000+ bicycle, screw you, that&#8217;s not what it&#8217;s for.\u00a0 You can get a good bicycle for $300.\u00a0 But good quality e-bikes tend to start around the minimum loan value of $2,000.\u00a0 So it may be possible to use a zero-interest loan to get one of them.\u00a0 But don&#8217;t blame me if you get knocked back.<\/p>\r\n<h2>There Is A Credit Check<\/h2>\r\n<p>As with any loan, you must pass a credit check.\u00a0 This is because everyone who loans money prefers that it goes to people likely to pay it back.\u00a0 If you have difficulty making payments they may alter the deal to extend the period of the loan.\u00a0<\/p>\r\n<p><div class=\"youtube-wrapper\"><iframe title=\"&quot;I am altering the deal!&quot;\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/6Rdp3bObNqQ?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div><\/p>\r\n<p>But they&#8217;re not likely to cut you any more breaks than they have to and if you end up too far down the financial drain things can get very nasty.\u00a0 So don&#8217;t get a Sustainable Households zero-interest loan thinking your creditor will go easier on you than with a normal loan.<\/p>\r\n<p>If you get a loan through the scheme that&#8217;s entirely zero interest there will normally be no fees.\u00a0 But if your payments fall in arrears there can be what the guidelines call &#8220;modest&#8221; fees.\u00a0 But if you&#8217;re having trouble paying back a loan, I don&#8217;t think any fee will look &#8220;modest&#8221;.<\/p>\r\n<h2>Can Be Used With Other Subsidies<\/h2>\r\n<p>You can use the loan with other subsidies available in the ACT.\u00a0 For example, a homeowner could use the <a href=\"https:\/\/www.solarquotes.com.au\/blog\/canberra-battery-subsidy\/\" target=\"_blank\" rel=\"noopener\">ACT battery subsidy<\/a> and then cover the remaining cost with a zero-interest loan.<\/p>\r\n<h2>The Loans Will Be Through Brighte<\/h2>\r\n<p>All loans for the Sustainable Households Scheme will be through <a href=\"https:\/\/brighte.com.au\/homeowners\/act-sustainable-household-scheme\/\" target=\"_blank\" rel=\"noopener\">Brighte<\/a> &#8212; a finance company specializing in lending money for rooftop solar power, energy storage, and energy efficiency items.\u00a0 It looks like they will be the only lender available for the duration of the scheme.\u00a0 Loans will only be available for products from Brighte&#8217;s approved suppliers.\u00a0<\/p>\r\n<p>This setup is unfortunate because it reduces competition.\u00a0 This will lead to people in the ACT receiving less benefit from the scheme than they otherwise would.<\/p>\r\n<h2>There Will Be $150 Million In The Pot<\/h2>\r\n<p>The scheme will operate for five years or until the budgeted $150 million runs out.\u00a0 The ACT has a AAA credit rating and, at the moment, can borrow money for basically nothing.\u00a0 This makes a zero-interest loan scheme cheap to run if &#8212; and only if &#8212; administration costs are kept low.\u00a0<\/p>\r\n<p>There are approximately 215,000 households in the ACT.\u00a0 If $150 million is the total amount that can be loaned the average comes to around $700 per household.\u00a0 But if the $150 million is instead the total cost of running the program, it should be far more per household. The exact amount will depend on how efficiently the Sustainable Household Scheme is run and what happens with interest rates.\u00a0<\/p>\r\n<h2>Is A Sustainable Household Scheme Loan Worth It?<\/h2>\r\n<p>From the point of view of households, the loans can make excellent financial sense.\u00a0 For most items in categories A and B the savings on energy bills will easily exceed the monthly payments on a zero-interest loan.\u00a0 This is especially true for rooftop solar.\u00a0<\/p>\r\n<p><a href=\"https:\/\/www.solarquotes.com.au\/battery-storage\/\">Home batteries<\/a> are an exception.\u00a0 Because the ACT has the lowest electricity prices in Australia, it&#8217;s the location where home batteries have the lowest return.\u00a0 But if your nighttime electricity consumption is high enough and you make use of the ACT battery subsidy, then &#8212; along with the advantage of having backup power &#8212; you may consider a battery worthwhile.\u00a0\u00a0<\/p>\r\n<p>If instead of taking a zero-interest loan, you <a href=\"https:\/\/moneysmart.gov.au\/loans\/personal-loan-calculator\" target=\"_blank\" rel=\"noopener\">borrowed<\/a> $15,000 at 5% interest with no fees, at the end of a 10 year loan period you would have spent a total of $19,092 paying it off.\u00a0 This is $4,092 more than a zero-interest loan, so a zero-interest loan can clearly be worthwhile.\u00a0\u00a0<\/p>\r\n<h2>How To Apply &#8212; Household Upgrades<\/h2>\r\n<p>The guidelines outline how to apply for a loan for household goods in categories A and B.\u00a0 The process is:<\/p>\r\n<ul>\r\n<li>Step 1:\u00a0 Go to the <a href=\"https:\/\/www.actsmart.act.gov.au\/what-can-i-do\/homes\/sustainable-household-scheme\" target=\"_blank\" rel=\"noopener\">ACT Sustainable Household Scheme<\/a> for information and decide what you want.<\/li>\r\n<li>Step 2:\u00a0 Get quotes from <a href=\"https:\/\/brighte.com.au\/marketplace\/solar\/solar-system\/act\/canberra\/2600\/\" target=\"_blank\" rel=\"noopener\">approved suppliers<\/a>.\u00a0 &#8220;Approved&#8221; When governments lose experience in doing things, they lose the ability to act quickly in an emergency without relying on private companies.<\/p>\r\n<p>The people who designed the Sustainable Household Scheme were, no doubt, working under constraints I&#8217;m not aware of and probably did the best they could given the instructions handed to them by politicians.\u00a0 But it&#8217;s still shameful this is the best the ACT &#8212; our city on a hill &#8212; could come up with.\u00a0 I know Canberra is actually a city next to some hills, but that doesn&#8217;t change my point.\u00a0 We expect better from the place the entire nation turns its eyes towards when in need of inspiration, guidance, or a really good laugh.<\/p>\r\n<h2>ACT Sustainable Household Scheme End Rant<\/h2>\r\n<p>It&#8217;s a pity the ACT scheme is poorly designed and comes with unnecessary and crazy conditions.\u00a0 Just because the ACT is doing something good &#8212; helping people make
