the loans are paid back over 10 years but can be paid off earlier without penalty.\r\n\r\nYou can use the money for&#8230;\r\n<ul>\r\n \t<li>Rooftop solar power<\/li>\r\n \t<li>Home batteries<\/li>\r\n \t<li>A reverse-cycle air conditioner<\/li>\r\n \t<li>A heat pump hot water system<\/li>\r\n \t<li>An electric stove top<\/li>\r\n \t<li>An Electric Vehicle (EV) charger<\/li>\r\n \t<li>A new or used EV<\/li>\r\n<\/ul>\r\nMultiple items can be purchased, and they don&#8217;t have to be bought at the same time.\u00a0 To use the loan for a home improvement, you&#8217;ll have to live with or be an ACT homeowner.\u00a0 If you want an EV, you only need to be an ACT resident with an ACT licence.\r\n\r\nThe zero-interest loan program is called the <a href=\"https:\/\/www.climatechoices.act.gov.au\/policy-programs\/sustainable-household-scheme\">Sustainable Household Scheme<\/a>.\u00a0 I wrote about it <a href=\"https:\/\/www.solarquotes.com.au\/blog\/act-sustainable-household-scheme\/\">two years ago<\/a>, but this is an update.\u00a0 Electric vehicles and EV chargers have been added, but the application process has gotten worse.\r\n\r\nBelow I&#8217;ll cover&#8230;\r\n<ul>\r\n \t<li>Eligibility<\/li>\r\n \t<li>Loan details<\/li>\r\n \t<li>Approved items the loan can be used for<\/li>\r\n \t<li>How to apply<\/li>\r\n \t<li>How much money a zero-interest loan may save you<\/li>\r\n<\/ul>\r\nBut first, I&#8217;ll mention a couple of other financial incentives available in the ACT that are better than zero-interest loans and available to pensioners and people with wood stoves or fireplaces.\r\n\r\n<div id=\"attachment_70663\" style=\"width: 560px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-70663\" class=\"wp-image-70663 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/02\/act_loans_map.jpg\" alt=\"A map of Canberra and the ACT.\" width=\"550\" height=\"444\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/02\/act_loans_map.jpg 550w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/02\/act_loans_map-300x242.jpg 300w\" sizes=\"(max-width: 550px) 100vw, 550px\" \/><p id=\"caption-attachment-70663\" class=\"wp-caption-text\">The ACT consists of mountains, a large blob of Canberra, and a fish\u2019s wick.<\/p><\/div>\r\n<h2>Pensioner Rebates<\/h2>\r\nACT pensioners who live in their own homes can get a rooftop solar rebate of up to $2,500.\u00a0 They can also receive a separate rebate for one or more of the following:\r\n<ul>\r\n \t<li>A reverse-cycle air conditioner<\/li>\r\n \t<li>A heat pump hot water system<\/li>\r\n \t<li>An electric stovetop<\/li>\r\n<\/ul>\r\nPensioners using one or both of these rebates can still apply for a zero-interest loan, but the maximum amount they can borrow will be reduced from $15,000 to $10,000.\u00a0 The rebates are better than the zero-interest loan, so it makes sense to use them.\r\n<h2>Wood Heater Replacement Program<\/h2>\r\nThe ACT offers a rebate of up to $1,250 to <a href=\"https:\/\/www.climatechoices.act.gov.au\/policy-programs\/wood-heater-replacement-program\">replace wood fire heating<\/a> with a reverse cycle air conditioner.\r\n<h2>Battery Rebate Scheme Has Ended<\/h2>\r\nThe ACT had a battery rebate scheme, but it&#8217;s <a href=\"https:\/\/www.solarquotes.com.au\/blog\/canberra-battery-rebate-mb2787\/\">now over<\/a>.\u00a0 The ACT hasn&#8217;t yet updated all its online information, so don&#8217;t get your hopes up if it appears to still be around.\r\n<h2>Zero Interest Loan Eligibility<\/h2>\r\nTo be eligible to receive a zero-interest loan for a home improvement, you must either own a home in the ACT or live with an ACT homeowner.\u00a0 The &#8220;Unimproved Value&#8221; of the home must also have been under $750,000 in at least one year since 2020.\u00a0 This is the land value before anything is built on it, and most properties are below the limit.\u00a0 You can find it on your rates notice or by searching <a href=\"https:\/\/www.accesscanberra.act.gov.au\/s\/public-registers\/unimproved-values?registerid=m0I4a00000000CgEAI\">this website<\/a>.\r\n\r\nIf you want to use the loan to buy an EV, you must be a resident of the ACT and have an ACT driver&#8217;s licence.\r\n\r\nThe zero-interest loans are through the Brighte money lending organisation, and applicants must meet the usual criteria for a personal loan.\u00a0 These include:\r\n<ul>\r\n \t<li>A good credit rating<\/li>\r\n \t<li>The ability to make repayments without difficulty<\/li>\r\n<\/ul>\r\nThis means that those who need it most are least likely to get it.\r\n<h2>Community Groups Can Apply<\/h2>\r\nCommunity Groups can also apply to borrow up to $15,000.\u00a0 If interested, here are links to the <a href=\"https:\/\/www.climatechoices.act.gov.au\/__data\/assets\/pdf_file\/0006\/2065074\/Sustainable_Household_Scheme_Terms-and-Conditions_community_groups.pdf\">Terms and Conditions<\/a>, the <a href=\"https:\/\/www.climatechoices.act.gov.au\/__data\/assets\/pdf_file\/0008\/2065076\/Sustainable_Household_Scheme_guidelines_for_community_groups.pdf\">Guidelines<\/a>, and <a href=\"https:\/\/www.climatechoices.act.gov.au\/__data\/assets\/pdf_file\/0007\/2065075\/Sustainable_Household_Scheme_FAQs_community_groups.pdf\">Frequently Asked Questions<\/a>.\r\n<h2>One Loan Per Household<\/h2>\r\nOnly one zero-interest loan can be made per household.\u00a0 But some money can be borrowed to buy an approved item, and then the loan can be expanded later by borrowing more to buy another approved item.\u00a0 The total amount borrowed as a zero-interest loan can&#8217;t exceed $15,000 per household, even if some has been paid back.\u00a0 For example, a household could borrow $9,000 to install rooftop solar and later borrow $6,000 to put towards a home battery.\u00a0 But even though they&#8217;ve paid back some of the money on the solar system, the total amount borrowed as a zero-interest loan can never exceed $15,000.\r\n\r\nIf your household is unusually large, you can ask the ACT Government to consider allowing more than one member to take out a zero-interest loan.\u00a0 This will be considered on a case-by-case basis.\r\n<h2>Three Years Left To Borrow?<\/h2>\r\nThe ACT says they can close the scheme to new entrants at any time, but it will likely remain open until 2026 and possibly later.\u00a0 If you want a zero-interest loan, I recommend applying within the next three years.\u00a0 If you want to be certain you won&#8217;t miss out, the earlier, the better.\u00a0 But I&#8217;m not suggesting you rush.\u00a0 It should be fine to take your time and consider your options.\r\n<h2>Repayments<\/h2>\r\nThe minimum loan amount is $2,000.\u00a0 Loans are normally paid back over 10 years, with no fees or charges.\u00a0 Here are the monthly repayments for various loan amounts:\r\n<ul>\r\n \t<li>$2,000 loan &#8212; $17 monthly repayment<\/li>\r\n \t<li>$5,000 loan &#8212; $42 monthly repayment<\/li>\r\n \t<li>$10,000 loan &#8212; $83 monthly repayment<\/li>\r\n \t<li>$15,000 loan &#8212; $125 monthly repayment<\/li>\r\n<\/ul>\r\nIf you can pay back more than the minimum and there are no fees for paying extra or paying it off early.\r\n<h2>Fees For Falling Behind<\/h2>\r\nWhile there are normally no fees, there is an exception if you fall behind in payments, and you can be charged in arrears.\u00a0 This sounds painful, so I recommend avoiding this.\u00a0 It also means that borrowing money can make falling on hard times even harder.\r\n<h2>Loan Responsibility<\/h2>\r\nAny ACT homeowner or adult living with one can apply to take out a zero-interest loan for the household.\u00a0 But whoever&#8217;s name is on the loan is the person who will be held responsible for repayments.\u00a0 So, for home improvements, my advice is for the homeowner always to be the one who takes out the loan.\u00a0 You don&#8217;t want to be in a situation where you&#8217;re kicked out of a home but still responsible for paying for home improvements.\r\n<h2>You Can Borrow Over $15,000 &#8212; As A Normal Loan<\/h2>\r\nIf you wish to purchase an approved item that costs more than $15,000, you can borrow over that amount &#8212; but not as a zero-interest loan.\u00a0 If Brighte thinks you&#8217;re good for it, they may lend you the extra money required.\u00a0 But they will treat the portion above $15,000 as a personal loan, and you&#8217;ll have to pay their usual fees and interest on the extra amount.\r\n\r\nThis means that if you have your eye on a brand new Tesla Model 3, which is around $65,000 for the cheapest version, you could borrow the first $15,000 interest-free and &#8212; if Brighte approves &#8212; you could borrow the remainder as a personal loan.\u00a0 You can, of course, seek a loan for the additional amount from another lender.\r\n<h2>It&#8217;s Possible To Use It For Investment Properties<\/h2>\r\nLandlords who live in their own home in the ACT can take out a zero-interest loan and spend it on improvements for their own home or spend some or all of it on investment properties they own in the ACT.\u00a0 No matter how many ACT properties a landlord may have, they can only take out one zero-interest loan for a maximum of $15,000.\r\n<h2>Home Improvements<\/h2>\r\nThe home improvements the loans can be used for are:\r\n<ul>\r\n \t<li><a href=\"https:\/\/www.solarquotes.com.au\/101-guides\/understanding-solar\/\">Rooftop solar<\/a><\/li>\r\n \t<li><a href=\"https:\/\/www.solarquotes.com.au\/battery-storage\/\">Home batteries<\/a><\/li>\r\n \t<li><a href=\"https:\/\/www.solarquotes.com.au\/electric-vehicles\/ev-charging-guide\/\">EV chargers<\/a><\/li>\r\n \t<li>Reverse-cycle <a href=\"https:\/\/www.solarquotes.com.au\/air-conditioning\/\">air conditioners<\/a><\/li>\r\n \t<li><a href=\"https:\/\/www.solarquotes.com.au\/hot-water\/heat-pump\/\">Heat pump hot water systems<\/a><\/li>\r\n \t<li>Electric stove tops<\/li>\r\n<\/ul>\r\nIn addition to reverse-cycle air conditioners, you may be allowed to use the loan for other electrical heating and\/or cooling systems.\u00a0 While no details are given, heat pump floor heating systems may be acceptable. \u00a0You can ask if you can use it for a heat pump pool heater, but that seems like a long shot.\r\n\r\nAny heating or cooling upgrade that replaces an existing system must be an actual upgrade in terms of energy efficiency.\u00a0 The loan can&#8217;t be used to replace like with like.\u00a0 But if there is nothing for an approved item to replace, that&#8217;s fine.\r\n\r\nUnless special permission is obtained, all home improvements must remain at the installed address until they reach the end of their operating life.\u00a0 I have no idea how the ACT Government intends to enforce this.\u00a0 Spy cameras on possums?\u00a0 Secret squirrels?\r\n<h2>Upgrading Single Phase Power to 3-Phase<\/h2>\r\nMost homes have single-phase power, but upgrading to 3-phase power can allow the installation of a larger solar system or a faster EV charger.\u00a0 It can also allow the installation of appliances such as 3-phase air conditioners that may be slightly more energy efficient than single-phase versions.\u00a0 The zero-interest loan can be used to pay for this upgrade, provided it is used to support the installation of another approved item.\u00a0 Unfortunately, upgrading to 3-phase power can isn&#8217;t cheap.\u00a0 It can cost up to $6,000 in the ACT.\r\n<h2>Getting Off Gas<\/h2>\r\nIf a household uses the loan to replace gas appliances, they can also use loan money to permanently remove the property&#8217;s gas connection.\u00a0 This can be very useful because in the ACT the fee for this is a hefty $750.\r\n<h2>EV Purchases<\/h2>\r\nTo be eligible to get a zero-interest loan to help you buy a new or used electric car, you have to meet the following criteria:\r\n<ul>\r\n \t<li>Live in the ACT &#8212; you will have to provide evidence such as a rates notice or electricity bill.<\/li>\r\n \t<li>Hold an ACT licence.<\/li>\r\n \t<li>The vehicle must be zero emissions &#8212; plug-in hybrids aren&#8217;t eligible.<\/li>\r\n \t<li>The total cost of the EV must be less than the <a href=\"https:\/\/www.ato.gov.au\/rates\/luxury-car-tax-rate-and-thresholds\/\">luxury car tax threshold<\/a> for low-emission vehicles.\u00a0 This is currently $84,916.<\/li>\r\n<\/ul>\r\nThe zero-interest loan can be used for new or used EVs.\u00a0 But because it can only be used with electric vehicles obtained from approved suppliers, this rules out private used car sales.\u00a0 It can be used for EVs privately imported into Australia if an approved supplier offers them.\u00a0 These are sometimes called &#8220;grey imports&#8221;.\u00a0 The ACT says the loan can be used as a deposit for an EV.\r\n\r\nThe ACT currently doesn&#8217;t provide information on whether the loan can be used for electric motorbikes, scooters, or bicycles. \u00a0This would be very helpful as a good electric bicycle can cost $3,000.\r\n<h2>Other EV Incentives<\/h2>\r\nThe ACT offers two other incentives for EVs that may help persuade you to buy one.\u00a0 These do not affect the zero-interest loans:\r\n<ul>\r\n \t<li>Two years of free registration for EVs acquired up to the 30th of June 2024.<\/li>\r\n \t<li>New electric vehicles may not have to pay <a href=\"https:\/\/www.revenue.act.gov.au\/duties\/motor-vehicle-duty\">stamp duty<\/a>.<\/li>\r\n<\/ul>\r\nNationally, EVs also have a <a href=\"https:\/\/www.ato.gov.au\/Business\/Fringe-benefits-tax\/Types-of-fringe-benefits\/FBT-on-cars,-other-vehicles,-parking-and-tolls\/Electric-cars-exemption\/\">Fringe Benefits Tax exemption<\/a> that can assist some people in getting an EV through their employer.\r\n<h2>How To Apply<\/h2>\r\nObtaining a zero-interest loan is not a simple process and involves the following steps:\r\n<ol>\r\n \t<li>Decide what approved item or items you want the loan for.<\/li>\r\n \t<li>Attend one or more hour-long &#8220;workshops&#8221; either online or in person.<\/li>\r\n \t<li>Get one or more quotes from approved suppliers.<\/li>\r\n \t<li>Fill out the loan application.<\/li>\r\n \t<li>Get the item.<\/li>\r\n<\/ol>\r\nI&#8217;ll give some details on each step below.\u00a0 I&#8217;ll try to be brief, but the ACT government doesn&#8217;t make it easy.\r\n<h2>1. Decide What You Want<\/h2>\r\nFirst, you should check if you&#8217;re eligible and then come up with at least a vague idea of what you want to use the loan for.\u00a0 This will help prepare you to jump through the hoops of the second step.\u00a0 You can expand the loan later to purchase other approved items, so there&#8217;s no need to decide everything at once.\r\n\r\nIf you don&#8217;t have solar power and have a roof that isn&#8217;t heavily shaded, then I recommend getting that first.\u00a0 While it&#8217;s possible for there to be exceptions, this home improvement will normally provide the best return.\u00a0 Whether or not you plan to get an EV soon, if you intend to own a car in the future, I recommend getting as large a solar system as will reasonably fit on your roof so you&#8217;ll be ready to keep one or more electric cars charged.\r\n<h2>2. Attend 1 Or More Workshops<\/h2>\r\nThe ACT Government says you have to attend &#8220;an&#8221; <a href=\"https:\/\/www.climatechoices.act.gov.au\/events-news\">hour-long workshop<\/a>, but there are actually three of them:\r\n<ul>\r\n \t<li><strong>Understanding solar for your home:<\/strong>\u00a0 This gives information on rooftop solar and briefly covers batteries.<\/li>\r\n \t<li><strong>Transitioning your home from gas to all-electric:<\/strong>\u00a0 This covers energy-saving home improvements other than solar panels and batteries.\u00a0 It focuses on reducing gas use because this is one of the main reasons the ACT is offering zero-interest loans.<\/li>\r\n \t<li><strong>Understanding electric vehicles:<\/strong>\u00a0 For people planning to buy an EV.<\/li>\r\n<\/ul>\r\nYou can attend online or in person.\u00a0 Currently, there are only online sessions scheduled for &#8220;Understanding electric vehicles&#8221;.\u00a0 The workshops mostly consist of listening to people talk for an hour, but you can also type in questions using the chat function.\u00a0 Sessions can be weeks apart, so if you are interested in a loan, you may want to sign up for the earliest available one to get it out of the way.\r\n\r\nWhen you attempt to join an online workshop, if you don&#8217;t already have it, the &#8220;Webex&#8221; video conferencing program will attempt to download.\u00a0 This is around 150 megabytes in size and after installation takes up around 500 megabytes of space on your computer.\u00a0 You may want to sign up for an online workshop you&#8217;re not interested in beforehand to ensure this process works well.\u00a0 I attended an online workshop and deleted Webex afterwards because I only enjoy other types of rubbish cluttering my laptop.\r\n\r\nTo get a loan, you have to <strong>say<\/strong> you attended a workshop. I can&#8217;t see any possible way to get around this requirement.\r\n<h2>3. Get Quotes From Approved Suppliers<\/h2>\r\nThe next step is to get quotes for the approved items.\u00a0 These can only come from a list of approved suppliers.\r\n\r\nIf you are getting solar panels, you could just pick an installer from the list supplied, but I recommend organising quotes through us.\u00a0 This will give you an installer you can be certain will do high-quality work.\r\n\r\nSolarQuotes founder Finn vets every installer in our network and backs them up with our <a href=\"https:\/\/www.solarquotes.com.au\/installation-guarantee\/\">Good Installer Guarantee<\/a>.\u00a0 You can <a href=\"https:\/\/www.solarquotes.com.au\/quote\/\">get quotes through us here<\/a> &#8211; just enter your postcode and answer the questions that follow as best you can.\u00a0 When you&#8217;re asked if there is any additional information you want to provide, write: &#8220;I want to receive a zero-interest loan through the ACT Sustainable Household Scheme&#8221;.\r\n<h2>4. Fill Out The Loan Application<\/h2>\r\nAfter you have decided on a quote to accept &#8212; or potentially quotes for multiple items &#8212; the next step is to apply for a loan through Brighte.\u00a0 While it&#8217;s possible they will knock you back, if you&#8217;re the sort of person who can survive ACT workshops, I figure there&#8217;s a good chance they&#8217;ll trust you with a loan.\r\n<h2>5. Get The Item<\/h2>\r\nFor a home improvement, the final step is to get the item installed.\u00a0 The loan period will begin from the day of installation.\u00a0 If you bought an EV then you either pick it up or get it delivered.\u00a0 For EVs, the loan period will start when Brighte says it does.\u00a0 If you don&#8217;t like the time they give, you can ask them to change it, but that&#8217;s about all the power you have &#8212; apart from not signing up for the loan in the first place.\r\n<h2>Zero-Interest Loans Can Save A Lot Of Money<\/h2>\r\nNot having to pay interest is a great money saver.\u00a0 Here are the total repayments for a $15,000 loan borrowed over 10 years at various fixed interest rates:\r\n<ul>\r\n \t<li>0% interest:\u00a0 $15,000<\/li>\r\n \t<li>2% interest:\u00a0 $16,562<\/li>\r\n \t<li>4% interest:\u00a0 $18,224<\/li>\r\n \t<li>6% interest:\u00a0 $19,984<\/li>\r\n \t<li>8% interest:\u00a0 $21,839<\/li>\r\n \t<li>10% interest:\u00a0 $23,787<\/li>\r\n<\/ul>\r\nCompared to borrowing at 6%, a zero-interest loan will save nearly $5,000 in interest payments.\r\n\r\nInflation means the total repayments will be less than this in today&#8217;s money, but I expect they&#8217;ll only be moderately less.\u00a0 But unless there is deflation, you will effectively come out ahead with a zero-interest loan with no fees or charges.\r\n<h2>Good Luck!<\/h2>\r\nThat is the ACT Sustainable Households zero-interest loan scheme in a nutshell.\u00a0 I admit it was a pretty big nutshell.\u00a0 You could just about cram an entire bunya nut into it.\u00a0 But at least I was more succinct than the information the ACT provides.\r\n\r\nHopefully, this will help you decide if a zero-interest loan is right for you and help with the application.\u00a0 I could spend some time complaining about how the application process takes too long, but I did enough complaining when I <a href=\"https:\/\/www.solarquotes.com.au\/blog\/act-sustainable-household-scheme\/\">first wrote about it,<\/a> and it would be impolite of me to take up your time by complaining about people taking up your time.\u00a0 So I&#8217;ll just say, if you decide to apply, good luck getting your ACT zero-interest loan.<!-- \/wp:post-content -->","protected":false},"excerpt":{"rendered":"<p>Zero-interest loans of up to $15,000 are available to most Canberra households and can be used to purchase a range of energy-saving home improvements and electric vehicles.<\/p>\n","protected":false},"author":10,"featured_media":70723,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"jetpack_post_was_ever_published":false,"_jetpack_newsletter_access":"","_jetpack_dont_email_post_to_subs":false,"_jetpack_newsletter_tier_id":0,"_jetpack_memberships_contains_paywalled_content":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[54],"tags":[],"class_list":["post-69414","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-solar-policy","entry"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v27.4 (Yoast SEO v27.4) - https:\/\/yoast.com\/product\/yoast-seo-premium-wordpress\/ -->\n<title>ACT&#039;s 0% Sustainability Loans Scheme Gets Better &amp; Worse!<\/title>\n<meta name=\"description\" content=\"ACT&#039;s zero-interest loans can now help you buy an electric car as well as home appliances.
