It offers an interesting insight into trends that all Australian electricity distribution networks will grapple with over the medium term.<\/p>\n<h2>Solar Power Integration<\/h2>\n<p>The lion\u2019s share of SAPN\u2019s spend is $76.8 million for solar power integration.<\/p>\n<p>SAPN wants permission to upgrade both its network capacity and the systems managing that capacity, so customers can export solar electricity while maintaining acceptable service levels. SAPN&#8217;s world-leading <a href=\"https:\/\/www.solarquotes.com.au\/blog\/sa-flexible-dynamic-exports-mb2833\/\">flexible solar exports<\/a>\u00a0mechanism will play a big role.<\/p>\n<p>South Australia currently has <a href=\"https:\/\/www.solarquotes.com.au\/australia\/solar-power-sa\/\">350,000 rooftop solar systems<\/a> and 40,000 <a href=\"https:\/\/www.solarquotes.com.au\/battery-storage\/comparison-table\/\">solar batteries<\/a>. SAPN describes the challenge of so much rooftop solar:<\/p>\n<blockquote><p>&#8220;As rooftop solar continues to grow in the 2025-30 period, however, reverse power flows during mild, sunny weather will exceed the capacity of our network assets across many parts of the network, particularly in the low voltage (LV) network.&#8221;<\/p><\/blockquote>\n<p>The distributor claims 98 percent of its customers get to export solar energy 95 percent of the time \u2013 exports are only curtailed 5 percent of the time.\u00a0However, with no investment, curtailment will rise, the draft regulatory proposal warns.<\/p>\n<p>So the proposal asks that SA Power Networks can invest in upgrades to address \u201cemerging constraints\u201d on its low voltage network, to improve voltage and increase the export capacity for around 150,000 customers.<\/p>\n<blockquote><p>\u201cThe costs of this program are expected to be broadly aligned to the customer benefits expected by applying the AER Customer Export Curtailment Value\u201d,<\/p><\/blockquote>\n<p>&#8230;the proposal said.<\/p>\n<p>In plain English: the investment should have minimal impact on customer electricity bills.<\/p>\n<h2>Electric Cars On The Rise<\/h2>\n<p>SAPN expects that by 2030, there will be 250,000 <a href=\"https:\/\/www.solarquotes.com.au\/electric-vehicles\/\">electric vehicles<\/a> (EVs) on South Australia&#8217;s roads that will charge from rooftop <a href=\"https:\/\/www.solarquotes.com.au\/panels\/\">solar panels<\/a> and\/or the grid.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter size-full wp-image-78101\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/ev-uptake-projections-sa.png\" alt=\"ev uptake projection south australia\" width=\"1187\" height=\"588\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/ev-uptake-projections-sa.png 1187w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/ev-uptake-projections-sa-300x149.png 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/ev-uptake-projections-sa-1024x507.png 1024w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/ev-uptake-projections-sa-768x380.png 768w\" sizes=\"(max-width: 1187px) 100vw, 1187px\" \/><\/p>\n<h2>Homes Getting Off Gas<\/h2>\n<p>In addition, SAPN expects increased demand as households shift their hot water and cooking from gas to electric.<\/p>\n<blockquote><p>&#8220;In recent years demand on our network has seen relatively little growth due to the widespread uptake of rooftop PV. This has seen investment in the capacity of our network at much lower levels than in earlier decades. While the uptake of PV is expected to continue, this will be more than offset by the increasing demand from electric vehicles and electrification of homes.&#8221;<\/p><\/blockquote>\n<div id=\"attachment_78102\" style=\"width: 1220px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-78102\" class=\"wp-image-78102 size-full\" src=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/forecast-sa-demand.png\" alt=\"AEMO south australian electricity demand forecast\" width=\"1210\" height=\"575\" srcset=\"https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/forecast-sa-demand.png 1210w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/forecast-sa-demand-300x143.png 300w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/forecast-sa-demand-1024x487.png 1024w, https:\/\/www.solarquotes.com.au\/blog\/wp-content\/uploads\/2023\/08\/forecast-sa-demand-768x365.png 768w\" sizes=\"(max-width: 1210px) 100vw, 1210px\" \/><p id=\"caption-attachment-78102\" class=\"wp-caption-text\">Electricity demand in South Australia is forecast to increase after years of stagnation due to EVs and household electrification.<\/p><\/div>\n<h2>Dynamic Operating Envelopes<\/h2>\n<p>Second, SAPN also wants to invest $15 million, around 15 percent of the CER integration budget, supporting Dynamic Operating Envelopes (DOEs) \u2013 the ability to manage import and export for customer resources.<\/p>\n<p>DOE appears to be a fancy term for:<\/p>\n<ul>\n<li>curtailing solar exports during periods of low demand and high renewable generation<\/li>\n<li>exporting energy from batteries during periods of high demand and low generation<\/li>\n<li>shifting loads to periods of lower demand and high generation where possible<\/li>\n<\/ul>\n<p>This will mean:<\/p>\n<ul>\n<li>Shifting the current hot water load from the night to the middle of the day.<\/li>\n<li>Encouraging EV owners to charge during the day when sunny and mild, and overnight if it&#8217;s windy<\/li>\n<li>Solar sponge tariffs encouraging consumers to shift appliance usage to a 10am-3pm super off-peak window.<\/li>\n<li>Flexible solar exports &#8211; curtailed on sunny, mild days.<\/li>\n<li>More batteries acting to support the network via VPP-style arrangements.<\/li>\n<\/ul>\n<p>The \u201cbusiness as usual\u201d approach of building more capacity or paying third parties to reduce demand or draw down on storage won\u2019t be sufficient in the future. Instead, SAPN said, the advent of DOEs allows it to manage the load side better.<\/p>\n<p>SAPN wants to develop \u201cflexible load\u201d connection services, and to achieve that, it needs to \u201cextend the ICT systems, technical standards, network capacity models and business processes developed to support flexible export connections and a full \u2018DOE\u2019 solution for import and export\u201d.<\/p>\n<p>A further $6 million is budgeted for regulatory compliance, which the regulatory proposal explained includes \u201cdata analytics to detect non-compliance, taking advantage of the expected increase in available data from smart meters in 2025-30\u201d.<\/p>\n<h2>Non Compliant Solar Installations Are A Problem<\/h2>\n<p>SAPN said that at the moment both AEMO studies and its own research suggest high non-compliance with technical standards \u201cacross the population of installed equipment in South Australia\u201d.<\/p>\n<p>In other words, South Australian solar installers are not:<\/p>\n<ul>\n<li>configuring inverters&#8217; Volt-Var response levels (40% compliance)<\/li>\n<li>implementing remote disconnect (49% compliance)<\/li>\n<li>implementing flexible exports (71% compliance)<\/li>\n<\/ul>\n<p>As SQ&#8217;s Anthony <a href=\"https:\/\/www.solarquotes.com.au\/blog\/sa-der-compliance\/\">recently wrote<\/a>:<\/p>\n<blockquote><p>&#8220;Compliance is awful at the moment. Inputting the correct Volt\/Var settings should be a 2-minute job, but it has only 40% compliance.
